Kinshasa& its supporters are doing exactly this by insisting Goma airport access is prerequisite for ceasefire verification mission — the mechanism Boulos just demanded be launched immediately at the UN Security Council.
No deep forensics are needed to identify who struck Minembwe General Hospital (including its pediatric ward) on June 24, 2026, or who bombed Goma, Mushaki market, and advanced on Rubaya in recent months. Attribution is clear from patterns, videos, communiqués and reporting: It is Kinshasa-FDLR led coalition . The real objective of invoking this pretext is gaining access behind AFC/M23 defensive lines.
Kinshasa and its western backers know they are preparing the next offensive, backed by thousands of Burundian troops in South Kivu, mercenaries positioned in walikake/Sud Kivu, FDLR in Pinga/Mwenga/Lubero and broader anti-Rwanda coordination involving figures like Kayumba Nyamwasa/Habyarimana.
Opening bank or even full implementation of the Montreux agreements won’t happen, because Kinshasa answers only to itself — he only talks about it to tempt AFC/M23 into accepting ‘the pretext’.
The entire maneuver is hybrid warfare aimed at AFC/M23 and Rwanda, not genuine ceasefire enforcement.
You stated that the DRC has failed to neutralize the FDLR. As a result, Rwanda has not lifted its defensive measures.
I see a clear chain of cause and effect: the failure of one party to fulfill its obligations triggers the actions of the other party.
My question is this: why is there selective, one-sided pressure and sanctions when the primary spoiler is the party that has not shown any meaningful sign of fulfilling its part of the agreement? Why apply pressure only to the responding party while overlooking the one whose failure triggered the situation in the first place?
I called for more pressure on Rwanda and for it to end its support for M23 last year. I'm now concerned and have written several times this year in supported analytic assessments on how US diplomatic pressure and coerceive measures against Rwanda without equal enforcement for the DRC's shortcomings is undoubtedly emboldening Kinshasa and giving it even less incentive to comply with its obligations, which now risks undermining the whole deal. The Washington Accords truly has the potential on paper to transform the region, and the text of the peace agreement clearly recognizes that Rwanda has legitimate security claims and political grievances that both parties must work together to remediate under US oversight.
But since the DRC signed the SPA and sanctions started coming down in March, the Congolese government has been negotiating in bad faith in the Doha talks, continued using adversarial rhetoric in public statements and international fora that further weakens mutual trust as if no deal was ever signed, conducting drone strikes across the front lines in the Kivus on a weekly basis, targeting senior M23 officials in air attacks in urban areas, building up troops on the front line and using Burundi as a rear base for South Kivu operations, and dragging its feet on the FDLR ops and refusing to end state support—I’m told even increasing support in recent weeks—for the group and its associated groups in contravention to respect for Rwanda's territorial integrity under the text of the peace agreement.
How is that contributing to a peaceful resolution to the conflict?
You’re entitled to your opinion, and I've seen your posts blasting Rwanda as the Israel of Africa, now calling Kagame a liar whose animating aim is to use the false pretext of a genocide to swipe minerals under the feet of Congolese. But I'm not objective?
The bottom line is that a seeming unwillingness on the part of the US to put pressure and hold the DRC to account—and not with symbolic sanctions on a low-level FDLR field commander—while taking the stick to Kigali, is not a sustainable or balanced strategy, and it works against the very framework that has been set up. It also makes Rwanda question the impartiality of the US, whether real or perceived, which reduces their buy-in to a process they think is rigged, unfair, or otherwise unproductive.
The United States understands that the DRC has not yet neutralised the FDLR threat; therefore, Rwanda has not been able to lift its security measures. This is simple logic: if the root cause of Rwanda’s security concerns remains unresolved, expecting Rwanda to withdraw its defensive posture without addressing that threat is unrealistic.
In this context, the real spoiler should be identified by looking at the sequence of actions. The DRC’s failure to neutralise a threat perceived by Rwanda as a security risk is what continues to trigger Rwanda’s response, including maintaining its defence measures. If the objective is truly to hold spoilers of peace accountable, why sanction Rwanda for protecting itself instead of addressing the actions that created the security dilemma in the first place?
Of course if others - thr Europeans (Belgium) have the refinery the Diamond processors, etc. that's not proof of plunder - whoever bewitched the Congolese...

United States has launched a new wave of attacks against Iran tonight. This one, however, doesn’t even have a fig leaf pretense that it is in response to anything Iran had previously done, only that President Trump got tired of waiting for an answer that he wanted to hear.
It is just a pernicious attack which breaks the cease-fire we ourselves authored.
This one is worse than anything else we have done so far, because it shows the absence of any adult thought across all levels of the US government. There is no strategy here, there is no evidence that this accomplishes any larger goal, it’s just “a strike“ against Iran.
Meanwhile, we can count on Iran firing back in ways that will certainly harm our interest in the region, and will push this war further and further away from a settlement.
Our strike tonight may finally unleash a return to full on war, especially depending on what Iran does in retaliation.
This act of using military force with no thought to what may come next, no understanding of what we even want to accomplish, nor the slightest bit of morality or responsibility, is deeply disappointing.
How can the current American government have any credibility with its own people, that it is looking out for our good? That it is trying to protect our interests at home or abroad? That it is anything, except a great bully who relishes meting out death and destruction on others?

It’s a bit surprising you start your list of criticisms of Rwanda with “widespread poverty”. To me the opposite is a lot more true - how successful Rwanda has been in reducing poverty in a landlocked country, heavy populated and in with an agricultural economy.
Nearly all African nations struggle to develop fast. Rwanda is a shining example for the continent on rapid growth and fast reduction in poverty.
In 1990 Burundi and Rwanda were at the same level. I believe Rwanda is now five times richer per capita.
