During bilateral talks on the sidelines of the AU Extraordinary Summit in Accra, I reiterated Ghana’s call for the African Union to formally address the escalating xenophobic attacks on foreign nationals in South Africa. I am pleased that AU Commission Chairman Mahmoud Ali Youssouf has acknowledged the urgent need to table this matter for discussion at the next AU Summit.

In my meeting with a special envoy dispatched by President Cyril Ramaphosa to meet with me in Accra earlier in the week, I made Ghana’s position clear to the envoy. We do not harbour ill will toward South Africa. However, we remain deeply concerned about the attacks and the significant capital losses suffered by people from various countries on the continent.

This undermines the very spirit of African solidarity and our collective efforts toward continental integration.

Sweeping this matter under the carpet will not resolve its root causes. That is why Ghana officially wrote to the AU Commission requesting that this issue be placed on the agenda for the next summit.

Placing this on the AU agenda gives South Africa a formal, constructive platform to share its perspective, and together, as a continent, work toward a lasting solution.

Let us remember that our strength as a continent lies in our unity. Ghana remains committed to working with all AU member states to find lasting solutions that protect the dignity, safety, and investments of every African, everywhere on our continent.

PUBLIC SERVANTS ARE NOT ELIGIBLE TO CONTEST IN LOCAL COUNCIL ELECTIONS UNLESS THEY HAVE LAWFULLY VACATED PUBLIC OFFICE.
Kampala, Uganda
The Ministry of Local Government is concerned about reports regarding Public Officers in Local Governments, including Teachers, Health Workers, Administrative Staff, Extension Workers and other Public Servants, who have expressed interest in contesting or are participating in the ongoing Administrative Unit Elections (Local Council I and Local Council II) while continuing to hold Public Office.
The Ministry wishes to remind all Public Officers, Electoral Commission officials, District Election Administrators, Returning. Officers, Local Government leaders and the general public that Public Officers are required to maintain political neutrality in the discharge of their official duties and are prohibited from engaging in partisan political activities. It is important to note that contesting for any Political Office in the multiparty political system entails the articulation of a political agenda or belonging to a political party and hence, is participation in a partisan political activity in every sense.
Article 176 of the Constitution establishes Local Governments as units at Government. Consequently, a person serving in a Local Government is a Public Officer within the meaning of the Constitution and the Public Service Standing Orders, 2021 and is subject to the laws and regulations governing the Public Service.
The Ministry further reminds all the concerned persons that under section 129(5)of the Local Governments Act, Cap. 138, a Public Officer, a person employed in any department or agency of Government, an employee of a Local Council or an employee of a body in which government has a controlling interest, who wishes to stand for Election to a Local Council Office shall resign his or her office at least thirty days before nomination day in accordance with the procedure of the service or employment to which he or she belongs. This is intended to ensure all Public Officers remain politically neutral in the performance of their duties and do not engage in partisan political activities that would compromise the impartiality of the Public Service.
The Ministry urges all public officers to uphold the integrity, impartiality and professionalism of the Public Service. Public officers play a vital role in delivering essential services to the people of Uganda and must remain nonpartisan while in office.
The Ministry will continue to work closely with the Electoral Commission, the Ministry of Public Service, the Public Service Commission, District Service Commissions, Chief Administrative Officers and other relevant authorities to ensure full compliance with the law.
The Ministry further calls upon all eligible voters to turn up in large numbers, vote peacefully, and exercise their constitutional right to choose their leaders.

It is with deep sorrow that I announce the death of our brother Gen. Moses Ali. He died today at Nakasero Hospital, at 1600 hours. Gen Moses Ali has provided service to his country for a long time, as a soldier and a political leader.

In the West Nile region, he provided the good example of being a big modern farmer. We shall miss greatly his contribution. May the Almighty God rest his soul in eternal peace.

In my capacity as the current President of the Organization of African, Caribbean, and Pacific States (OACPS) and Co-President of the OACPS–European Union Joint Parliamentary Assembly, I addressed the 121ST OACPS Council of Ministers at the Egmont Palace in Brussels.

I told them that we must place trade, industrialisation and value addition at the centre of our development agenda if we are to catch up with our peers in the developed world.

I shared several examples of the opportunities we have to work together to accelerate our development.

One of them was a message that H.E. @KagutaMuseveni has consistently championed over the years: Africa and the developing world cannot achieve meaningful prosperity by exporting raw materials while importing finished products.
Exporting unprocessed minerals is, in effect, exporting jobs, industries and wealth. We must process our minerals at source, build regional value chains and manufacture higher-value products if we are to create employment, increase revenues and transform our economies.

I also highlighted that Africa possesses an estimated US$29.5 trillion in mineral wealth, yet continues to lose enormous value because most of these resources leave the continent in raw or minimally processed form. The Democratic Republic of Congo has demonstrated what is possible through value addition, significantly increasing its revenues from cobalt processing while Uganda equally did a good job with processing gold. This should inspire a collective shift across the African, Caribbean and Pacific towards policies that promote mineral beneficiation, industrialisation and economic transformation.

For years, we have spoken about making the OACPS more relevant to our citizens. We cannot achieve that unless we focus on practical issues that directly improve livelihoods.

To ensure openness to Government Owned Enterprises, we have enacted a law that is helping strengthen transparent, merit-based and competitive recruitment free from political influence.

Additionally, the enactment of the Conflict of Interest Act has further reinforced integrity by strengthening transparency, accountability and ethical conduct of public officers.

In the implementation of the National Infrastructure Fund (NIF), we have also introduced robust mechanisms to strengthen openness and transparency, limiting the President's role in the appointment of the NIF Council, enhancing institutional independence and accountability.
