On Saturday, Cocomi called for the resignation of DGP Rajiv Singh and Security Advisor Kuldeep Singh, who currently chairs the Unified Command. Today, in a dramatic escalation, Chief Minister Biren Singh declared that he would resign unless he is appointed as the head of the Unified Command. However, granting Biren Singh such authority would be an egregious error, given his controversial role in the ongoing Meitei-Kuki conflict. His tenure has been marked by deepening unrest and overt bias, particularly towards the Kuki community, making him wholly unsuitable to oversee security operations at this critical juncture.
𝗠𝗮𝘀𝘁𝗲𝗿𝗺𝗶𝗻𝗱 𝗼𝗳 𝗚𝗲𝗻𝗼𝗰𝗶𝗱𝗮𝗹 𝗔𝘁𝘁𝗮𝗰𝗸𝘀 𝗔𝗴𝗮𝗶𝗻𝘀𝘁 𝗞𝘂𝗸𝗶𝘀: There is substantial evidence suggesting that Biren Singh has played a central role in orchestrating attacks against the Kuki community. His administration has been accused of enabling and even facilitating targeted violence. Entrusting him with control of security forces would be tantamount to endorsing his past actions.
𝗢𝗽𝗲𝗻 𝗖𝗮𝗹𝗹𝘀 𝗳𝗼𝗿 𝗔𝗻𝗻𝗶𝗵𝗶𝗹𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗞𝘂𝗸𝗶𝘀: On multiple occasions, Biren Singh has openly advocated for the elimination of Kukis, as evidenced by leaked recordings in which he boasts of ordering commandos to use bombs against the Kuki civilians. Such incendiary rhetoric proves that he cannot be trusted to uphold peace and protect all communities in the state impartially.
𝗖𝗼𝗻𝗳𝗹𝗶𝗰𝘁 𝗼𝗳 𝗜𝗻𝘁𝗲𝗿𝗲𝘀𝘁: Given that the ongoing conflict pits Meiteis against Kukis, it is both irresponsible and dangerous to hand over the leadership of the Unified Command to a Meitei leader who has been implicated in fostering this violence. It defies logic to make a man deeply entangled in the conflict the head of the peacekeeping efforts.
𝗤𝘂𝗲𝘀𝘁𝗶𝗼𝗻𝗮𝗯𝗹𝗲 𝗠𝗼𝘁𝗶𝘃𝗲𝘀 𝗶𝗻 𝗦𝗲𝗲𝗸𝗶𝗻𝗴 𝗖𝗼𝗻𝘁𝗿𝗼𝗹: Biren Singh’s dissatisfaction with the current DGP and Security Advisor—who have maintained a neutral, impartial stance—raises serious concerns. His desire to take over the Unified Command appears to be motivated by his wish to further his political and ethnic agenda, potentially crippling the central forces’ ability to act justly.
𝗣𝗼𝘁𝗲𝗻𝘁𝗶𝗮𝗹 𝗳𝗼𝗿 𝗙𝘂𝗿𝘁𝗵𝗲𝗿 𝗠𝗮𝘀𝘀𝗮𝗰𝗿𝗲: Handing over the command to Biren Singh risks enabling a massacre of the Kuki population. His administration’s history and his open hostility toward Kukis make it clear that his priority is not peace, but dominance. If given control of security operations, it is plausible that he would use the forces to further persecute the Kukis.
𝗟𝗮𝗰𝗸 𝗼𝗳 𝗠𝗶𝗹𝗶𝘁𝗮𝗿𝘆 𝗘𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲: Biren Singh has no significant experience in military administration, security strategy, or conflict resolution. His only qualification for wanting to lead the Unified Command seems to be his desire to control security operations, which, in the current context, should be seen as a blatant attempt to manipulate the security apparatus to his advantage.
𝗨𝗻𝗱𝗲𝗿𝗺𝗶𝗻𝗶𝗻𝗴 𝗖𝗲𝗻𝘁𝗿𝗮𝗹 𝗖𝗼𝗺𝗺𝗮𝗻𝗱: Singh’s desire to bypass the central forces, which have maintained relative neutrality, is a clear indication that he wishes to manipulate the security dynamics in Manipur. His attempts to undermine the central command are not in the best interests of peace or conflict resolution but are instead driven by a dangerous personal agenda.
𝗘𝗿𝗼𝘀𝗶𝗼𝗻 𝗼𝗳 𝗧𝗿𝘂𝘀𝘁 𝗔𝗺𝗼𝗻𝗴 𝘁𝗵𝗲 𝗞𝘂𝗸𝗶𝘀: Handing over the security apparatus to Biren Singh would further erode trust between the state and the Kuki population. Any semblance of neutrality or fairness would be shattered, and the conflict would likely escalate, leading to even more bloodshed and suffering.
In light of these facts, Biren Singh’s demand for control of the Unified Command must be rejected.

In the early hours of April 23, 2024, unidentified individuals, suspected to be from Meetei Radical groups, detonated three powerful IEDs at Saparmeina, damaging a crucial bridge on NH2.
