🇺🇳 What leadership will the UN need in 2027?
The next Secretary-General will take office amid a crisis of confidence in multilateralism and growing pressure on the UN.
#NYUCIC’s Thibault Camelli contributed to @Estadao’s analysis on the challenge of finding a candidate who can navigate the selection process and provide the leadership the UN needs.

❕ AI is developing across borders, and at the same time, governments and companies are not in consensus about the risks, the safeguards required to manage them, and who should set them.
⏩ The debate over artificial intelligence (#AI) governance has intensified sharply in recent weeks, with leading researchers, politicians and technology executives publicly warning about the risks posed by increasingly capable systems and disagreeing over whether their development should slow.
No matter where the trajectory ends up, this debate underscores a growing governance challenge.
CIC’s Joris de Mooji unpacks the latest progress made by the @UN’s Global Dialogue on AI Governance, finalized by their recent September summary note, and looks towards what the future brings for AI governance in the months ahead.

🇺🇳 Eighty-one years after its creation, has the @UN lived up to its 1945 ambitions? What role can it play amid renewed geopolitical rivalry and conflict?
#NYUCIC’s Thibault Camelli spoke with Felippe Coaglio (@felippec) of @tvglobo about the UN’s origins, its record, and the parallels and differences between 1945 and today that reveal the importance of multilateral cooperation.
🇧🇷 They also discussed Brazil’s distinctive role at the UN as the 81st General Assembly session gets underway.

⚖️ Who will enforce AI rules, and who can seek a remedy when they’re broken?
At the UN’s first Global Dialogue on AI Governance, participants discussed human rights and accountability. Yet justice actors, who may ultimately enforce AI regulations and resolve disputes, were largely absent.
In a new piece, #NYUCIC’s @marani_fernando and Nate Edwards argue that justice institutions need a seat at the table. They ask 3️⃣ questions:
🔺 How should rights be applied in the context of AI systems?
🔺 Who enforces them?
🔺 Is enforcement equally accessible to all?

🌐 What should the next phase of UN reform look like?
During #UNGA81, #NYUCIC joined the UN80 Global High-Level Meeting at the @FordFoundation in #NYC. Hosted by Mexico’s Enrique Ochoa and Norway’s Andreas Motzfeldt Kravik (@akravik79), it brought together Barbados, Indonesia, Jordan, Kenya, Mexico, New Zealand, Norway, Senegal, and Singapore.
The group adopted the UN80 Global Strategic Roadmap: An Institutional Renewal Agenda for the Next Secretary-General. Developed with support from #NYUCIC, it sets priorities for stronger UN leadership, financial sustainability, greater on-the-ground impact, and more coherent action by Member States. CIC’s @BettyNyamburaW1 presented its highlights.
UN Under-Secretary-General @GuyRyder shared updates on the UN80 Initiative and the challenges ahead. @M2Pham of @StarlingInst discussed priorities for the final months of 2026 and the leadership transition, while @GerkenHeather reaffirmed the Ford Foundation’s commitment to multilateralism.
🤝 As the UN80 Global Group’s secretariat, CIC looks forward to supporting its work towards a more effective UN.

🌍 Could an International Panel on Inequality help turn shared evidence into more effective action? That question was at the heart of “Tackling the Inequality Crisis: Why an International Panel on Inequality Is Needed Now,” held during the UN General Assembly High-Level Week (#UNGA81).
Paul Smoke, Executive Director of #NYUCIC, joined a panel on extreme inequality and the worldwide affordability crisis. He drew attention to how public money moves between levels of government. Local and regional governments often deliver the services and support that low-income households rely on, yet the funding they receive from national governments does not always reflect community needs. Public investment also falls short of closing gaps in infrastructure and essential services. He argued that the proposed International Panel on Inequality (IPI) could help international agencies work from shared evidence and cooperate more effectively on challenges like these.
Paul spoke alongside Jayati Ghosh (@Jayati1609), Vice Chair of the IPI Founding Committee; @pedroabramovay of @OpenSociety; and Jenny Ricks of @FightInequality. Open Society Foundations hosted the event, with
@Oxfam, @ituc, @FightInequality, and @SDG16Plus

🇺🇳 The next UN Secretary-General will inherit an institution whose ambitions increasingly exceed the resources Member States are willing to provide.
In a new paper, #NYUCIC’s Thibault Camelli and @ronpatz examine the @UN’s structural financing crisis and the widening gap between what the organization is asked to do, what it can finance, and where authority over those resources sits.
The authors organize reform options according to who can implement them: the Secretary-General, the Chief Executives Board, or member states. They also outline practical steps to protect the UN’s core capacities and build support for funding reform.

🤖 Technology firms already have a seat at the AI governance table. But who gets access, and who is held accountable?
📃 In a new paper, #NYUCIC’s Thibault Camelli and Joris de Mooij, together with CIC Fellow Nur Laiq and Dr. Anda Bologa, explore how multilateral institutions can draw on private-sector expertise without allowing economic power to determine influence.

Indonesia 🇮🇩 created 18 million new jobs between 2018 and 2024, yet its middle class shrank from 22.5% to 17.2%.
Why is this?
⏩ The current core challenge facing policymakers is not a shortage of work, but a job quality crisis.
This new policy brief from Vivi Atlas highlights the current landscape of Indonesia’s shrinking middle class, including:
⚪ What is the current crisis? The middle-class growth achieved between 2002 and 2018 has now been reserved.
🟡 Why does the middle class matter? Indonesia’s middle class is an economic engine whose influence far exceeds its size.
🔵 The decline in job quality: A structural shift towards informal, low-wage, and unprotected work is the primary driver of middle-class decline.
🟠 Indonesia’s premature deindustrialization: Instead of climbing the productivity ladder, the economy is
pushing workers back into agriculture and low-productivity services.
⚫ Challenges for young workers: Millions of young workers are underemployed, facing depressing wages and eroding the benefits of educational expansion.
🟣 Home-based work + social protection: The dominance of micro-enterprises and home-based work reflects a labor market failure.
🟢 Education, skills, and strategic sectors: Education is the single most important determinant of
middle-class entry and retention, yet access gaps and labor market misalignment limit its potential.

🤖 AI is already reshaping international peace and security. But is the UN Security Council equipped to respond?
⚠️ AI is transforming military operations while lowering barriers to cyberattacks, disinformation, sanctions evasion, and other forms of disruption. Yet it also offers powerful tools for conflict prevention, early warning, mediation, peacebuilding, and peacekeeping.
The Security Council is increasingly aware of these risks and opportunities, but remains institutionally “unwired” to address them.
📝 In a new piece, #NYUCIC’s Thibault Camelli, Dr. @augustinasiman of Moldova State University 🇲🇩, and @Branka2Panic of @AI4Peace identify 5️⃣ practical gaps limiting the Council’s response to AI-enabled conflict. They offer realistic proposals for adapting its existing architecture, from recurring expert briefings and stronger country-specific analysis to improved monitoring and the responsible use of AI in peace operations.
⚖️ They also examine the Council’s emerging normative role, including how its debates can advance concepts such as “meaningful human control” and help shape future international law and AI governance frameworks.
AI is changing the nature of peace and conflict. The fundamental question is whether the Security Council can move from awareness to action and become institutionally wired for the AI era.

«Los niños representan casi un tercio de la población mundial, pero siguen siendo en gran medida invisibles en las iniciativas de justicia. Precisamente por esa razón, sus experiencias son la prueba más decisiva para determinar si un sistema está verdaderamente centrado en las personas».
