Each covenant needed oversight to issue instruction even though they had the Torah.

Those who are steadfast in their priesthood, overcome their cycles of growth. It is not through word of mouth of the righteous, but by the new better covenant in Christ. Whereas those in covenant hear the voice of God through His grace and truth.
