Johannesburg just cleared a R5.25 billion Eskom debt – ten weeks before the 4 November municipal elections.
This wasn’t new debt. Eskom has been chasing Joburg since at least 2024. A settlement deal last year didn’t hold. What changed is the calendar, not the city’s capacity.
Mayor Morero calls it a “milestone in financial sustainability.” That only works if you ignore the R25.2 billion the city owed creditors against R3.9 billion in cash earlier this year.
A city heading into blackouts during campaign season would have been political suicide. Paying one bill before voters go to the polls is good politics.
It is not the same as fixing Johannesburg.
