Here's the thing, genius — "littering" is about dumping trash and garbage, not feeding God's creatures. A bird eating a crust of bread on a sidewalk isn't a sanitation crisis, it's Tuesday. People have been feeding ducks and squirrels for literally thousands of years — it's one of the oldest, most wholesome things humans do. Your grandma probably did it. Your grandpa probably did it. Hell, half the parks in America have signs encouraging it.
You're taking a law meant to stop people from chucking McDonald's bags and used diapers into the street and stretching it like a condom over feeding a pigeon. That's not legal analysis, that's a guy with no friends and too much time on his hands trying to feel important.
