My general sense about Flock is that the upside (reducing crime) is unproven, but the downside risk in the hands of the wrong people is huge.

I don't think deep red counties have issues arresting/prosecuting/jailing criminals the way blue states/cities do. Maybe there is an incremental benefit for red counties, not sure.
