Contrary to the TVK govt’s claim and promise of transparency in tenders, the 5.54 crore tender for chief minister C Joseph Vijay’s 10th floor Sea-View office at Namakkal Kavignar Maligai is shrouded in secrecy and has deviated from mandatory tender rules.
First, none of the three tenders was floated online.
Second, even before the tender process began, dismantling and other works had started, indicating finalisation of a contractor, before any tender was floated.
Third, the tenders were published in newspapers and went online four days later, that too after TOI sought responses from officials about the absence of an e-tender. And finally, the print and e-version of the tenders were different, with the former specifying 5.54 crore as tender value, while the latter was silent on the sum mentioning NA.
The delay in floating tenders online was striking PWD had floated 135 tenders online between Aug 12 and 17, while the three CMO tenders remained offline until TOI raised the issue.
So a belated statement today from the KNCB and Cricket Scotland on the changes to the World Cup and the lack of process and consultation that lead up to it.
Notable that apparently none of the other ODI/HP boards signed on to it.
