'In a land-mark incident, a student of Sri Jayewardenepura University who was seriously injured in a recent ragging incident is asking the Supreme Court to lay down rules to compel staff to combat violence against freshmen.
The tyre that was rolled down a staircase by an intoxicated student, hit Silva in the chest and he fell backwards where he suffered brain damage.
The then 20-year was rushed to the hospital and was on life-support for a long time and his right side was paralyzed.
Pasindu Silva & his sister Attorney Sharmala Silva have filed a Fundamental Rights Application citing his injuries asking the Apex Court to ensure University staff stringently apply the existing rules pertaining to student discipline to prevent such incidents from happening.
The enactment in Sri Lanka of legislation entitled the Prohibition of Ragging and Other Forms of Violence in Educational Institutions Act No. 20 of 1998 has not succeeded in curtailing this phenomenon…'

The Chairman has stated in the attached Circular ‘…One of the most fundamental problems affecting universities is violence, ragging, sexual and gender-based violence, as a result of which thousands of new entrants are harassed, bullied and abused by their seniors.
The Chairman UGC has advised VCs, Deans,Rectors,Directors & Registrars of state-owned unis to report complaints & incidents linked to violence, harassment & ragging that were brought to notice, to the UGC, within 7 days of reporting of the incident, together with the action taken
