2020 primary deficit (PD) was 7.4% not 4.6%. Several govt. reports in 2020 carried an incorrect presentation of the budget deficit (https://t.co/C0imBTaNH4). PD did not have a steady⬆️trajectory either as per the statement. It was close to 0 or a Primary Surplus between 2016-2018
Total govt. tax revenue was 1,216 Bn (2020). 78% of it is collected through indirect (consumption) taxes on the whole of the population. Additionally, 18% is collected from corporates & 4% from all other sources (including individual).

2020 MoF AR estimated a revenue of LKR 1,961 bn for the full year 2021. The realised revenue in Jan-Jul 2021 is LKR 799.8 bn. If we project the estimated & actual revenue to 10 months (end Oct) the difference between estimated & realised would be LKR 491.6 bn.
