I agree he/she or they should be charged. Any other facility responsible for this person's care would be charged, sued and/or put out of business. This charge would not be hyperbolic.

This boy was left in a cell with no bed or blanket or water with a fever of 103°. He died after staggering to the toilet and collapsing. The fever alone was a medical emergency. Whoever was in control of the place should be charged with negligent homicide.
