What's the point of spending on fertilizers yet little or no water for crops planted on the fertilized soil.

@mofpedU @MatiaK5 @OPMUganda @RobinahNabbanja I don't think land in Karamoja is already exhausted to need fertilizers at the moment. Areas like Namalu, Nabilatuk, Abim and Karenga are fertile enough and doesn't need fertilizers to grow food. Just support Karamoja with Agricultural Equipments and irrigation scheme.
