@iAmJoshHunt Maastricht set fiscal rules (3% deficit) to enforce discipline across Europe. The UK wasn't in the Euro - but the pressure to control borrowing still shaped policy. PFIs followed as a workaround - keep debt off the books, pay for it later. Tidy optics, expensive reality.
