SH-ACU IS COMMITTED TO STRENGTHENING UGANDA'S ANTI-CORRUPTION EFFORTS.

The Deputy Head, of @AntiGraft_SH, Mr. Israel Ochwo, this morning appeared on #NBSMorningBreeze, where he discussed the state of Uganda's fight against corruption and the Unit's role in supporting Government's efforts to eliminate the vice.

Mr. Ochwo emphasized that corruption remains one of the biggest obstacles to Uganda's economic transformation, noting that the fight against corruption is both an honour and a responsibility for the Unit.

He reiterated that SH-ACU works in close collaboration with other anti-corruption institutions and does not compete with them. Instead, the Unit complements agencies such as the IGG, the DPP, the CID and other stakeholders through coordinated investigations and referrals.

He highlighted the Unit's achievements since its establishment in 2018, revealing that SH-ACU has facilitated the arraignment of 946 suspects before court, secured 160 convictions, and continues to pursue high-profile corruption cases involving senior public officials. He dismissed claims that the Unit only targets “small fish”, citing investigations and prosecutions involving officials from the Office of the Prime Minister, Local Government, and other Government ministries.

Addressing ongoing investigations, Mr. Ochwo explained that matters relating to alleged corruption in Parliament remain under active investigation by the responsible agencies and cautioned against commenting on issues that are still before investigators.

On asset recovery, he noted that while SH-ACU does not have a dedicated asset recovery mandate, it works closely with the Directorate of Public Prosecutions, which has an established Asset Recovery Unit, as well as other partner agencies to ensure that proceeds of corruption are recovered wherever possible.

He further commended the strengthened coordination among anti-corruption agencies through the Inter-Agency Forum, chaired by the Minister of Ethics and Integrity, noting that the collaboration has improved information sharing, reduced duplication of investigations and enhanced the overall effectiveness of the country's anti-corruption response.

Aside from investigations and prosecutions, Mr. Ochwo reinforce Government's commitment to fight corruption through digital reforms, including the adoption of electronic government systems that enhance transparency, improve accountability and make it easier to detect and trace the misuse of public funds.

He concluded by reiterating the Unit's commitment to targeting corruption cases with the greatest public impact, in line with H.E. President Yoweri Kaguta Museveni's call for "Kisanja: No More Sleep, No More Corruption, and No More Tolerance for Non-Performance."

The Water Engineer of Mbale District, Eng. Wandera Simon Peter, is currently detained at CPS Mbale.

This follows his arrest in connection with GEF: 09/2026 over alleged mismanagement of the Buyobo - Bubyangu Gravity Flow Scheme in Mbale District.

The project was funded to the tune of UGX 2.2 Billion by His Excellency the President of the Republic of Uganda, with the objective of providing clean and free piped water from the Elgon Mountains to rural communities in the area.

It is regrettable that all connected public taps are dry, despite the massive investment intended to serve the people.

All contractors are hereby put on notice to desist from substandard work. Government projects must meet the required standards and deliver real value to Ugandans.

Speaking at the 14th CPA Economic Forum, CPA Josephine Okui Ossiya, CEO of the Capital Markets Authority, shared key lessons Uganda can draw from other economies while strengthening its own capital market.

Key highlights from her presentation:

✔️Uganda can learn from countries like Nigeria by fostering financial innovation and developing new capital market products, while avoiding policies that distort price discovery.

I commend the State House Anti-Corruption Unit and all security agencies for their decisive action in arresting members of the Kayunga District Service Commission over allegations of selling government jobs.

Selling public jobs is a betrayal of the people. It denies qualified Ugandans equal opportunities, undermines merit, and compromises service delivery, as those who buy positions often prioritize recovering their money instead of serving the public.

This should serve as a clear warning to all public officers: corruption will not be tolerated. We are committed to ensuring that District Service Commissions operate with integrity, transparency, and fairness.

I encourage all Ugandans to continue reporting corruption. Together, we shall restore public confidence in our institutions and ensure that government jobs are awarded on merit not for sale.

On friday , I spent most of the day in Mbale City inspecting various government schools and other key public infrastructure.

I was disappointed to find that some government-aided schools are still charging students school fees despite the clear Presidential directive prohibiting such charges.

Accompanied by local leaders and security chiefs, we directed the immediate suspension of all unauthorized school fee collections. No student should be denied access to education because of illegal charges.

The Government of Uganda already provides substantial funding to these schools. For example, Mbale Nkoma Secondary School receives over UGX 1.2 billion annually, while Mbale High School also receives slightly over UGX 1 billion each year to support its operations.

Charging tuition in government-aided schools is prohibited. Every Ugandan child deserves the opportunity to access free education in government schools. Only approved external examination fees may be charged where applicable, while meal fees remain optional.

Let us all work together to eliminate corruption at every level. Every shilling meant for our children’s education must serve its intended purpose. Together, we can build a transparent, accountable, and people-centred local government that delivers quality services to every Ugandan.

BULAMBULI DISTRICT ENGINEER AND DISTRICT HEALTH OFFICER CHARGED OVER ALLEGED ABUSE OF OFFICE AND CAUSING GOVERNMENT FINANCIAL LOSS

@AntiGraft_SH working together with the @CID1_UG and the @ODPPUGANDA, has arraigned two Bulambuli District officials before the Anti-Corruption Court on charges of Abuse of Office, Causing Financial Loss, and Neglect of Duty resulting in the loss of public funds.

The accused are Eng. Walimbwa Paul, the District Engineer, and Dr. Mulongo Muhamed Richard, the District Health Officer. They have been remanded until 3rd August 2026.

Investigations revealed that Eng. Walimbwa, while serving as District Engineer during the FY 2021/2022, allegedly abused his office by directing the supply of door frames and window casements in quantities exceeding those required and authorised for the construction of the Bulambuli District Administration Block. It is alleged that he bypassed the prescribed procurement procedures and failed to obtain the necessary approvals, resulting in a financial loss to Government of more than UGX 20 million.

Eng. Walimbwa is also under separate investigation over the misappropriation of the UGX 1 billion road project in Bulambuli District.

Preliminary findings from the Ministry of Works and Transport's Mbale Regional Materials Laboratory indicate that garden soil was allegedly used on Kimulu–Tunyi Road instead of the approved gravel and murram. Investigations are still ongoing.

Meanwhile, Dr. Mulongo Muhamed Richard has been charged with Abuse of Office, Causing Financial Loss, and Negligence leading to the loss of public funds. The investigations revealed that, while serving as Senior Medical Officer In-Charge of Muyembe Health Centre IV during the FY 2021/2022, he irregularly oversaw the construction of a pit latrine in contravention of the approved standards and procedures for health facilities.

It is further alleged that he requisitioned UGX 7 million for the construction despite the works not meeting the required standards. As a result, the pit latrine has never become operational since its construction, leading to the loss of public funds intended to improve healthcare service delivery.

These arrests form part of the ongoing nationwide #Exposethecorrupt anti-corruption campaign spearheaded by the Minister of Local Government, Hon. @BalaamBarugahar, to expose and hold accountable corrupt officials in local governments. The campaign commenced in Eastern Uganda.

▪️42% (US$2.49B) of all procurements are going to 4,780 Ugandan companies. From transportation to civil works, Ugandan enterprises are winning.
▪️Direct employment stands at 22,234 (85% Ugandan), with Ugandans holding 61% of management and 78% of technical roles. Over 14,000 have received specialized oil & gas training.
▪️Key projects like the Refinery, EACOP, Kabaale Industrial Park, and Storage Terminals (KST & JST) are building integrated value chains—unlocking petrochemicals, fertilizers, plastics, and LPG for the region.

[Anti Corruption Unit - State House Uganda @AntiGraft_SH]

SENIOR LANDS OFFICER MBALE CITY CHARGED OVER SELLING GOVT LAND

@AntiGraft_SH working with @CID1_UG and @ODPPUGANDA has arraigned Kigaye Emmanuel Paul, the Senior Land Management Officer, Mbale City at the Anti-Corruption Division, on charges of Abuse of Office and Fraudulent Procurement of a Certificate of Title.

He has been remanded until 16/07/2026.

Between September 2019 and May 2023 in Mbale city, the accused, while working as a Senior Land Management Officer at Mbale City, allegedly engaged in an arbitrary act prejudicial to his employer's interests when he irregularly caused the Registrar of Titles, Mbale MZO, to prepare a certificate of title for Plot 27 Bishop Masaba Road in the name of businessman Wamatsembe Moses.

The act was illegal as the plot was already allocated to Dairy Development Authority.
Furthermore, he fraudulently processed and procured the registration of a freehold certificate of title, vide FRV MBA199 Folio 22, instrument number MBA-0009476, for land measuring 0.5040 hectares at Plot 27, Bishop Masaba Road, Fairway Cell, still in the name of Wamatsembe Moses.
