These are not the same thing.
The official MoHFW letter asks Ministries to review compliance with the Supreme Court's directions, implement preventive measures, and submit compliance reports. It does not order the blanket removal of stray dogs from government campuses.

So where did Republic World get its headline from? Certainly not from the Government's letter.
