Pakistan’s Ambassador to France and Permanent Delegate to UNESCO, Mumtaz Zahra Baloch @Mumtazzb participated in a policy dialogue organized by the Department of Education, University of Oxford, on the theme: “How can policies make education equitable for all?”
Ambassador Baloch highlighted the importance of dialogue between policy makers, academia, and civil society to strengthen coherence and coordination in education policies. She outlined UNESCO’s education agenda and highlighted its important role in advancing access to education through policy guidance, technical cooperation, and support for inclusive education systems. She briefed the participants on Pakistan’s consistent support for UNESCO’s efforts in promoting equity and access in education and exploring innovative financing for education.
Ambassador Baloch also noted the challenge of out-of-school children and briefed the participants on Pakistan’s Education Emergency Plan to expand access, strengthen foundational learning, improve digital inclusion, and enhance girls’ education.

A delegation of students from the Comité Interuniversitaire des Nations Unies de Paris (CINUP) visited the Embassy for interactive session with Ambassador Mumtaz Zahra Baloch.
During the session, the students were given a detailed presentation on Pakistan’s role in multilateral diplomacy, with a particular focus on its engagement with international organizations based in Paris. The presentation was followed by an insightful question-and-answer session.
Ambassador Mumtaz Zahra Baloch @Mumtazzb underscored Pakistan’s commitment to multilateralism, international law, and peaceful settlement of disputes. She also briefed them on the constructive role played by Pakistan in advancing the mandate of @UNESCO and championing the priorities of developing countries.
CINUP is a Paris-based student organization that promotes awareness and engagement with the work of the United Nations and multilateral diplomacy.

کتابیں نئی سوچ، مختلف نقطہ نظر اور ثقافتوں سے متعارف کرواتی ہیں اور ذہنی افق اور فہم کو وسعت دیتی ہیں۔
کتابیں باشعور ذہن کی تشکیل، تنقیدی سوچ کے فروغ کے ساتھ ساتھ ہمدردی، امن و برداشت جیسے اوصاف کی ترویج کا بھی ذریعہ ہیں۔یہی مثبت اوصاف ایک پرامن، اور ترقی یافتہ معاشرے کی بیناد کو مضبوط کرتےہیں۔
آج ٹیکنالوجی اور ڈیجیٹل ترقی کے دور میں ڈیجیٹل ذرائع سے معلومات تک رسائی میں آسانی سے کتب اور مطالعہ کی اہمیت اور بھی اجاگر ہو گئی ہے۔مطالعہ کی عادت فکری نشوونما، تخلیقی صلاحیت اور باخبر شہری بننے کے لیے بنیادی حیثیت رکھتی ہے۔
پاکستان کی شاندار ادبی روایات، علمی ورثہ اور علم و دانش، قومی ترقی کے بنیادی ستون ہیں۔کلاسیکی علوم سے لے کر جدید ادب تک، ہمارے ادیب اور دانشوروں نے گراں قدر خدمات سر انجام دی ہیں جو آج بھی نئی نسل کے لیے مشعل راہ ہیں۔
نوجوان نسل میں مطالعہ کے رحجان کو فروغ دینا اور معیاری کتب تک رسائی کو یقینی بنانا نہایت ضروری ہے تاکہ انکی بطور باشعور اور ذمہ دار شہری کے تربیت کی جا سکے۔
وفاقی وزارت تعلیم اور نیشنل بک فاؤنڈیشن مطالعہ کے فروغ، مصنفین و ناشرین کی معاونت اور معیاری و سستی کتب کی فراہمی کے لیٔے سرگرم عمل ہے۔
آج میں نوجوانوں، اساتذہ، والدین اور تعلیمی اداروں سے خصوصی اپیل کرتا ہوں کہ وہ اجتماعی سطح پر معاشرے میں مطالعہ کی عادت کو فروغ دینے میں اپنا کردار ادا کریں۔
آئیے تجدید عزم کریں کہ ہم خواندگی کے فروغ، علم تک رسائی میں آسانی اور تحریر و کتب کی قدر کو اجاگر کرنے کے لیے مل کر کام کریں گے۔ تاکہ علم پر مبنی، باشعور اور روشن خیال پاکستان کی تعمیر میں اپنا فرض ادا کر سکیں۔

I spent time at the UNESCO #WorldHeritage site of #Taxila and at Islamabad Model School for Girls, at the frontline of @UNESCO’s work #ForThePeople.
In Taxila, women archaeologists are revealing our shared past and keeping heritage alive, while traditional art and music, including the sound of the rubab, continue to connect generations.
Over the past decade, the UNESCO @MalalaFund for girls education in Pakistan, with Educate A Child, Korean International Cooperation Agency, @aics_it, the @NorwayMFA, and Volvo Middle East, have enrolled +50 000 out-of-primary-school girls.
This commitment is the most powerful driver for peace and development.
Prime Minister Muhammad Shehbaz Sharif meets Director General UNESCO Dr. Khaled El-Enany and reaffirmed Pakistan’s commitment to UNESCO’s core values of inclusive and quality education, cultural heritage protection, and resilience against global challenges. He congratulated Dr. El-Enany on his election and expressed Pakistan’s desire to strengthen collaboration under his leadership.
The Prime Minister highlighted key education initiatives, including the “Education Emergency” to enroll out-of-school children, and appreciated UNESCO’s support in preserving Pakistan’s cultural heritage sites. The Director General UNESCO lauded Pakistan’s achievements and reaffirmed continued support in education, science and culture.
Director General United Nations Educational, Scientific and Cultural Organization (UNESCO), H.E. Dr. Khaled El-Enany, called on Prime Minister Muhammad Shehbaz Sharif in the Prime Minister's Office today.
The Prime Minister was assisted by the Federal Minister for Education & Professional Training Dr. Khalid Maqbool Siddiqui, Minister for National Heritage and Culture Aurangzeb Khichi and senior officials.
While congratulating Dr. Enany on his election as Director General, UNESCO, the Prime Minister reaffirmed Pakistan’s commitment to UNESCO’s core values in advancing inclusive and quality education, safeguarding cultural heritage and strengthening resilience in the face of global challenges.
He commended the important work being carried out by UNESCO and expressed Pakistan’s desire for continued collaboration with the organization, under Dr. Enany’s able leadership.
The Prime Minister highlighted various initiatives being undertaken by the Government of Pakistan for the promotion of education, particularly the “Education Emergency” that aims to maximize the enrollment of out of school children. He shared the invaluable experiences, best practices, and highly successful track record achieved in the education sector during his tenure as Chief Minister of Punjab.
During the meeting, the Prime Minister also expressed satisfaction at UNESCO’s support in the protection and preservation of six cultural heritage sites in Pakistan and invited UNESCO to partner with Pakistan for enlisting more sites such as the Khewra Salt Mines.
Director General UNESCO thanked the Prime Minister for the warm welcome and said he had traveled to various schools and cultural sites in his short visit. He appreciated Pakistan’s achievements in the education sector and underscored his continued commitment to support Pakistan’s efforts in the fields of education, science and culture.

Director-General UNESCO, Dr. Khalid El-Enany, called on the Deputy Prime Minister/Foreign Minister Senator Mohammad Ishaq Dar @MIshaqDar50 today, marking his first bilateral visit since assuming office.
DPM/FM congratulated Dr. El-Enany on his election as DG of UNESCO and reaffirmed Pakistan’s commitment to working closely with him to advance UNESCO’s goals. He expressed Pakistan’s support for UNESCO’s initiatives and emphasized continued cooperation in the fields of education, culture, and multilateral engagement.
On the occasion of the International Human Rights Day, Ambassador Mumtaz Zahra Baloch @Mumtazzb participated in a panel discussion on “Free Flow of ideas and advancing Human Rights: Lessons and Perspectives at UN80”. The event was jointly organized by UNESCO and the European Union. Director-General UNESCO, Dr Khaled El-Enany, and former UN High Commissioner for Human Rights Navi Pillay, headlined the event.

Bareendo (Bhorindo), one of the oldest surviving folk instruments of Sindh, has been officially inscribed on UNESCO’s list of Intangible Cultural Heritage (ICH) in need of urgent safeguarding. The decision was adopted at the 20th Session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage.
The Bareendo is a clay wind instrument whose origins trace back to the 5,000-year-old Indus Valley Civilization. It is a symbol of Sindh’s spiritual and communal traditions. For centuries, its soft and meditative tones have accompanied winter gatherings, Sufi practices, and rural celebrations. Today, however, the tradition is endangered, with only one master musician, Ustaad Faqeer Zulfiqar, and one master potter, Allah Jurio, preserving its complete knowledge.
The nomination of Bareendo as an ICH in urgent need of safeguarding is the result of an intensive consultative process between the Government of Sindh, Pakistan Mission’s to UNESCO in France and the UNESCO Headquarters. It was inspired by a community-led and participatory process in the village of Keti Mir Muhammad Loond village in Sindh province to protecting Bareendo as a cultural heritage. Their efforts shaped the comprehensive Four-Year Safeguarding Plan (2026–2029), which includes the establishment of a community music school, integration of Bareendo heritage into formal and informal education, and the use of digital platforms to expand cultural outreach. UNESCO’s inscription will support the conservation process.
Permanent Delegate of Pakistan to UNESCO Ambassador Mumtaz Zahra Baloch @Mumtazzb welcomed the decision of UNESCO’s Intergovernmental Committee to inscribe Bareendo as an Intangible Cultural Heritage in urgent need of safeguarding. “The inscription of Bareendo is a proud moment for Pakistan and a tribute to the communities who have preserved this ancient instrument and music for generations. Bareendo is not only an emblem of the Indus Valley’s cultural continuity but also a living expression of Sindh’s artistic and spiritual heritage.”
“This recognition by UNESCO reaffirms Pakistan’s commitment to the protection and promotion of our diverse cultural traditions. We look forward to working closely with UNESCO to ensure that the knowledge, craftsmanship, and musical identity of the Bareendo is transmitted to future generations”, she said.
