consultation asks questions about APAs without defining what they are. Luckily, later there are references to "accredited parking associations" which I guess is what is currently known as a DVLA Accredited Trade Association.
Sad to note that despite existing industry Codes of Practice that specifically prohibit the use of the word "fine" and the newly published draft code of practice stating the same, the word "fine" appears 21 times in the government's press release. @GregKnight@RobertJenrick

So my girlfriend, a midwife, finished her nightshift today and the hospital locked all car park barriers so staff couldn’t get out and aggressively made them pay for exiting. Thanks for all the clapping
