The sole reason for this legislation etc. is due the failure of the parking industry to self-regulate fairly. Parking operators are profiting daily from this failure 1/2

Sad to note that despite existing industry Codes of Practice that specifically prohibit the use of the word "fine" and the newly published draft code of practice stating the same, the word "fine" appears 21 times in the government's press release. @GregKnight @RobertJenrick
