A paper test is not the only means to show merit? Testing teamwork is meritocratic. Testing an ability to command a room of your peers is meritocratic. Testing ingenuity to solve problems is meritocratic. And it’s not based on color if everyone goes through this same process.

It affects nothing. Those black students wouldn't be able to score well enough on the SHSAT. Almost no black students score above 1400 on the SATs, what makes you think they'd score high enough on the SHSAT to get into Stuyvesant? The whole point of the private school scholarships is so these black students don't have to go through a meritocratic filter to get into stuy/bronx-science; they can get into prestigious private schools based on their skin color and much lower meritocratic filters.
