In bureaucracy, at operation level(17-18 BPS), one can find only 5-10 people out of 100 who have ability to see through layers of evil and about 3-5 out of 100 who would say ' I can't do it, transfer me'.

Only 1 or 2 out of 100 who say, ' I am here and wouldn't let you do it"

Always called for people's intervention in bureaucracy's fiefdom through Public Oversight Committees & Public Say in their promotion.

Don't call them 'cream',they are stink.
