Think: The Karachi debacle is b/c of police's reluctance to arrest Sadfar who is "powerful" b/c of his relationship to Nawaz Sharif and the current head of PML-N Maryam.
My objection to his arrest aside, the entire issue is that CM & IG were unwilling to act against the powerful.
