@MatthewSitman In NYC, they’re literally run by the mafia. Bid rigging for the towing contracts on the major highways is common. Towing companies pay cops for priority access to certain jobs. And on the back end companies direct crash victims to clinics with Russian mob insurance fraud schemes.
