Colorado has adopted increasingly strict energy codes and electrification mandates for new residential construction. Builders must meet higher efficiency standards, electric-ready requirements, and in many cases design homes to accommodate or install electric systems instead of gas.
These requirements add material, labor, and compliance costs to new home construction.
HB22-1362, passed in 2022, is the key state law driving these changes. It requires local governments to adopt stricter energy codes (including the 2021 IECC and Colorado’s Model Electric Ready and Solar Ready Code) when updating building codes, and it established the framework for the new Model Low Energy and Carbon Code that takes effect in 2026.
These state-driven mandates continue to raise the cost of building housing in Colorado.
