@VigilantFox From a humanitarian perspective, there is none IMPOV. You would need humanitarian officers and not ICE or police which are trained to "stop the threat" instead of "smooth the threat" (shoot the tires).

Some like to add a few QoL mods and a few do change the way the game works with mods.
