The demand for sub-categorisation is as old as Mandal commission. The demand cropped up in mid 1990s as Madiga Dandora Movement.

Madigas accused the Malas (most populous SC caste in the then AP) of disproportionately grabbing reservation benefits.

Madigas demanded sub-categorisation of SC (quota within quota).

And there are innumerable similar examples. So the demand for sub-categorisation is not new and not only by General category, rather it has been since 80s and by people within OBC/SC/ST.

"We (Mahars) educated ourselves, that's why we are forward.
You (Matangs) should also educate yourselves.
But you (Matangs) still worship (meaningless) stones and pebbles (Hindu Gods). We (Mahars) left stone-worship and read Babasaheb's Samvidhan....
Don't anyone dare mess with us (Mahars)...
Subcategorization is a conspiracy by the Manuwadi government..."

Video 2: A Matang youth replies in English that Matangs are unemployed because they lack social justice, and that Matangs are not superstitious.

संविधान कोई अकाट्य आसमानी किताब नहीं है @iChiragPaswan जी। विगत 76 वर्षों में भारत के संविधान में 106 बार संशोधन किया जा चुका है। इसका अर्थ यह है कि औसतन प्रत्येक 9 माह में संविधान में एक बार बदलाव किया गया है। कुछ प्रबुद्ध जन इस अनैतिक प्रक्रिया को 'संविधान का अवमूल्यन' भी कहते हैं। इसी संशोधन प्रक्रिया के माध्यम से ही आरक्षण की व्यवस्था को लागू किया गया है।

वर्तमान में समाज के कुछ गिने-चुने लोगों (क्रीमी लेयर) ने ही पारंपरिक रूप से आरक्षण के लाभ पर एकाधिकार कर रखा है, जिससे वंचित समाज के वास्तविक योग्य लोगों को इसका लाभ नहीं मिल पा रहा है। अतः यदि देश की प्रगति को अक्षुण्ण रखना है और समाज में समरसता का वातावरण स्थापित करना है, तो आरक्षण व्यवस्था की निष्पक्ष समीक्षा करना अत्यंत आवश्यक है।
