#BREAKING: Somalian E-Visa System Has been Hacked and Sensitive Personal Data Dumped into the Dark Web.
The Mogadishu regime began collecting sensitive data from international travellers on September 1, 2025. The information they harvested—including British, U.S. and EU passports, issuing authorities, dates and places of birth, eye colours, height measurements, and other biometric identifiers—has now been breached.
Instead of securing this data within a protected state system, the regime irresponsibly stored it on personal laptops owned by the president’s own family. This same family controls Empire Consultancy, the private company covertly running the entire visa application process, leaving millions of documents exposed and vulnerable to hacking—exactly as has now happened.
This negligence created a digital time-bomb. Eventually, the entire database—containing millions of passengers’ documents—was hacked.
Now all of it is publicly accessible; every passport number, every biometric record, every personal identifier, available to anyone with an internet connection.
What began as an electronic extortion scheme run by a corrupt figurehead has exploded into what is arguably the largest data breach ever witnessed.

Urgent Measures to Counter the Airspace & Travel War on Somaliland
Mogadishu is weaponizing airspace control & fake “e-visa” to attack Somaliland. This open letter calls for action:
1️⃣ End Somaliland banks’ role in Somalia’s e-visa system.
2️⃣ Demand airlines list Hargeisa as a separate destination.
3️⃣ Ban dollar shipments south to Mogadishu.
4️⃣ Suspend “domestic” Hargeisa–Mogadishu flights.

The so-called “e-visa” operation bears the classic hallmarks of a fraudulent scheme. It misrepresents the nature of transactions, routes funds through private accounts and intimidates cardholders to suppress chargebacks. This risk pattern closely resembles Somalia’s 2013–2014 asset-recovery drive characterized by opaque contracting, politically connected intermediaries and offshore cash flows which ended in two central bank resignations and high-profile US litigation. Card networks and acquiring banks should act now to avoid a repeat.
Why Visa and Mastercard should suspend
1. Material misrepresentation. Government visa or tax payments are being disguised and processed under the generic retail MCC 5399 (“general merchandise”), deceiving the networks and evading AML/CFT controls that apply to high-risk “government” fees.
2. Suspicious routing and beneficiaries. Proceeds are directed to entities and private accounts linked to politically exposed persons, presenting clear red flags under AML regulations and network standards.

A familiar pattern
2013–2014 asset-recovery program: Somalia hired US law firm Shulman Rogers to reclaim pre-1991 state assets. Newly appointed Central Bank Governor Yussur Abrar resigned after just seven weeks, warning she was pressured to approve corrupt deals.

The “e-visa” scheme mirrors that fiasco’s risk profile. Continuing to acquire these transactions exposes networks and banks to fraud losses, AML/CFT failures, reputational damage, and potential regulatory action.

The idea that Somaliland was “invented by the Zionist movement” is completely unfounded and historically inaccurate. Somaliland was a British Protectorate long before the establishment of the State of Israel.
Somaliland has operated as Independent country since 1991 without any Israel support or connection.
