The weekly column isn't always about cars, sometimes I hav e to delve into policy pieces which I enjoy writing.
Where I argue that one immediate priority of Modi 3.0 and one where he will have to work with the states is on improving the bus infrastructure of the country.
In a paper I had co-authored with @Promit_M of the @orfonline over a year ago we highlighted just how poor India's public bus infrastructure is as well as the dismal financial conditions of almost every state transport undertaking, while I haven't mentioned it in this story some rudimentary back of the envelope calculations would show debts of over 2.5 lakh crore. DTC for example is servicing principal and interest exceeding 37k crore according to a CAG report from 2022.
This is not about free bus rides for women and the economically disadvantaged, this is about repairing bus transportation, without which India's cities will find themselves constrained. Metros work in High-Density arterial areas, but can't be put everywhere.
In fact, I could argue that it is the pitiful state of bus infrastructure in cities has led to the explosive growth of the two-wheeler and increasingly, the four-wheeler industry in India. As @advantEdge_vc Kunal Khattar told me, what use is 'free' bus service for employment purposes when buses come after every 40 minutes instead of every ten?
Of course, new buses definitely for intra-city and even medium-distance intercity use can and should be electrics, but that is another debate as are the issues with EV passenger cars.

Perhaps that is the reason you haven't read the paper too? Since modellers must be "asked", who asked you to model 2 deg C scenarios with high inequality? And high CDR in Africa and Asia but continued oil and gas use in N. America? Is it a problem of who is doing the asking?

This is an excellent, courageous piece by @PatrickTBrown31 . In the work of the IPCC the issues highlighted here are gravely compounded. Much of the true import of the politics implicit in the dominant narrative that @PatrickTBrown31 talks about, becomes evident in that forum.
For a start, the IPCC outreach for AR6 is not even always faithful to the narrative that is agreed upon at the approval of the Summary for Policymakers of various Reports.
A small group of scientists exercise an outsize influence in the work of the IPCC in a number of important, specific issues -- where they are the authors of the leading articles in the assessed literature, they are authors of the IPCC assessment itself and they are the ones dominating the post-report outreach.
The analysis of the one-sidedness of the dominant narrative is spot on. Its all benefits and no costs. When some of us have used the term co-costs alongside co-benefits, we have been sneered at. Or in the style of the IPCC, synergies are all good, and there may be trade-offs, but they are all perfunctorily deemed to be capable of being overcome. One never does find out then, why, despite such "overwhelming" evidence in favour of "synergies', decarbonization lags behind in the global North. Despite the fact that the dominant narrative is produced in the global North!!
Nor do we learn in the SPM of WG3 of AR6, that 1.5 deg warming scenarios has grave implications for food security and the reduction of the numbers of those at risk of hunger. These are facts buried in the report, not exposed to the daylight of the SPM, tradeoffs that are again perfunctorily deemed manageable.
One of the most serious consequences of the dominant narrative is promoting the idea that the urgency of fixing the problem of global warming does not provide room for equity and climate justice considerations or meeting the development needs and aspirations of more than three-quarters of the global population.
Publishing against the dominant narrative is a daunting experience. But we will take it up again here on another occasion. But once again, thanks Patrick!!
