On #GandhiJayanti, I congratulate the Government of India, especially the Ministry of Women and Child Development, for taking the resolve of a Child Marriage Free Bharat to the heart of every village, with Special Gram Sabhas across the country pledging for Child Marriage-Free Villages. @MinistryWCD
There can be no greater tribute to #MahatmaGandhi than ensuring every child is safe from child marriage, free to realise their full potential and, especially for every girl, free to learn, choose her future and contribute to the progress of her community and country. This is India’s iron resolve: a #ChildMarriageFreeBharat by 2030. #BalVivahMuktBharat
Thank you @katyayani13 for articulating this with rare clarity, forcing us to ask where the responsibility for prevention truly belongs. No child can ever be responsible for an adult’s violence or be made to carry its shame. The shame must switch sides.
True justice does not lie in giving girls a handbook for escaping violence. It lies in preventing the crime in the first place. https://t.co/uKYBHuurqH
I thank the Hon’ble #SupremeCourt for placing prevention at the heart of the response to sexual violence against women and girls, and for calling on the @DelhiPolice to create fear of the #ruleoflaw in the minds of perpetrators.
When the first transgression goes unchecked, it normalises the next. Harassment, stalking, assault and rape do not exist in isolation. There is a continuum from zero to rape, and rape and beyond. When we look away from the first act of violation, we reinforce impunity. The rule of law must act at the first transgression and create certainty that every violation will have consequences. That is real deterrence.
I congratulate Governor @GavinNewsom and #California for setting 18 as the minimum age of marriage, without exceptions. Every #US state that has yet to ban #childmarriage must do so with urgency.
Child marriage is child rape. Just last month, the world came together at the @UN in #NewYork to establish #27November as the International Day for the Elimination of Child, Early and Forced Marriage. In the world’s largest economy, the #ruleoflaw cannot allow a child’s protection to depend on where they live. Every child must have equal protection under law. https://t.co/roZCZtAil6
On #GandhiJayanti, we must remember that peace is not merely the absence of violence; it is the presence of justice. And therein lies the enduring moral challenge before us: not simply to speak of justice, but to live by the courage of Being Just.
Ending child marriage requires action at every level.
And all of us have a role to play.
Learn. Speak up. Ask questions. Take action.
Together, we can build a Child Marriage Free World.

A child cannot contract. Period. Yet everywhere in the world, when children click “I accept” on Terms of Use, they do exactly that.
Our interpretation that all such agreements between children and social media platforms are void, and that these companies are responsible for ensuring that only parents or legal guardians can enter into these legally binding contracts after their identities are verified, was clearly accepted by the Government of India before the #SupremeCourt today.
This has far-reaching ramifications globally for child protection, child trafficking and #CSEAM, as perpetrators can no longer hide behind the cloak of anonymity. @JustRightsIndia
Global platforms cannot import age norms from other jurisdictions and apply them unchanged in India.
The Court stressed that platforms operating in India must conform to Indian law, including the legal position governing minors and contracts. @IndianExpress

“Under existing Indian law, these contracts are void. We don’t need to wait for the Data Protection Act. Existing law bars them.”

The Supreme Court indicated that it may invoke provisions of the IT Act against intermediaries if the issue is not adequately addressed.
The Centre also acknowledged before the Court that contracts entered into by minors with social media intermediaries are void ab initio. @LiveLawIndia

At the heart of the case is a fundamental legal question: Can platforms independently contract with users below 18 when Indian law does not recognise a minor’s capacity to contract?
The Supreme Court has asked the Centre to examine statutory rules. @TimesNow

The Court asked the Centre to consider enforceable rules governing minors’ social media accounts, including the 18-year threshold for independently entering into contracts.
The safeguards, the Court observed, cannot remain mere guidelines. @ndtvindia

“The fact that children cannot be allowed to enter into a contract, and that all such agreements with social media companies are void, is a precedent for the entire world.”

In a case brought by Just Rights for Children Alliance before the #SupremeCourt, the question of children independently contracting with social media platforms has moved swiftly towards legal action.
The Supreme Court has now asked the Centre to examine a statutory framework requiring platforms to comply with Indian law governing minors. The Centre told the Court: “Something can be done, something should be done and will be done.”
At Responsible AI & Safe Digital Spaces for Children, an affiliate event of Digital@UNGA on the sidelines of the 81st United Nations General Assembly in New York, our Founder, @Bhuwan_Ribhu launched “Prevention by Design: From Voluntary Self-Regulation to a State Duty of Care,” a new report by JRC partner Centre for Legal Action and Behaviour Change (C-LAB) @CLABForChildren .

The internet has entered the most private spaces of our lives, but our laws and response systems are still playing catch-up. A child can now be groomed, exploited or abused without ever leaving the sanctuary of home, while perpetrators hide behind anonymity. That is why every technology company that engages with children must move from #SafetyByDesign to #PreventionByDesign. We cannot wait for harm to occur before we act. The system itself must be built to prevent that harm.
On September 24, at Responsible AI & Safe Digital Spaces for Children, an affiliate event of Digital@UNGA on the sidelines of #UNGA81, our Founder @Bhuwan_Ribhu highlighted India’s move toward direct local reporting of #CSEAM to law enforcement authorities.
Through Jurists for Children Worldwide, this model will be advanced with partners across 50+ countries.
A standard being established in India can be replicated across the world.

“In just two years, Just Rights for Children has placed the full arc of child protection in the digital ecosystem before India and the world to act on, from a child’s legal capacity to contract, to the architectural accountability of platforms, Prevention by Design and mandatory reporting by intermediaries. These are not isolated questions. Together, they are shaping a new architecture of child protection for the digital age, where law, policy and technology must be designed to anticipate risk, prevent harm and protect children before exploitation occurs.”

Honoured to be part of the launch of the Centre for Legal Action and Behaviour Change’s groundbreaking report, “Prevention by Design”, at the Responsible AI & Safe Digital Spaces for Children event on the sidelines of the United Nations General Assembly.
On the same day that the Supreme Court called for guidelines on social media companies reporting #CSEAM to Indian law enforcement authorities, this report sets out a policy framework for placing prevention at the centre of digital child safety.
#PreventionByDesign must become the foundation of how we build, regulate and govern the digital world our children inhabit. #UNGA81
