On the unnecessary roughness penalty on Devonte Wyatt, was told sometimes officials do not blow the whistle immediately if they do not see the ball as they are moving in to work the dead-ball action, and that when a player is down on the ground for that long and is making no effort to get up while being wrapped up by another defensive, it should be clear and obvious to the players that he is down.

By my count, St. Brown completely stopped ALL movement for about 1.5 seconds. Yes, he was down for longer than that but he was still moving.
