The Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, Tamil Nadu — the one announced by PM Modi on 6 April 2026 — is outside @iaeaorg IAEA safeguards.
Modi’s post confirmed it attained criticality (first sustained chain reaction). This 500 MWe indigenous sodium-cooled fast breeder reactor uses mixed-oxide (MOX) fuel (plutonium-uranium) and breeds more fissile material than it consumes via a uranium blanket, producing extra plutonium (and paving the way for thorium use in Stage 3 of India’s program). India has never placed its fast breeder reactors under IAEA safeguards, consistent with the 2005–2008 civil-military separation plan and the India-specific IAEA safeguards agreement (INFCIRC/754, in force since 2009).
This means IAEA has no routine access or verification that material from the PFBR (or its blankets) is not diverted to India’s burgeoning nuclear weapons program. India describes it as fully civil, but experts note it enables unsafeguarded plutonium production (weapon-grade if operated in certain modes)

India’s naval nuclear deterrent is the real game-changer. Its growing fleet of nuclear-powered, nuclear-armed Arihant-class SSBNs, INS Arighaat armed with K-4 SLBM (3,500 km range), delivers a survivable sea-based strike option that extends reach deep beyond the IOR.
The naval nuclear deterrent capability is powered by fissile material from India’s large unsafeguarded civil/dual-use program. With the third largest inventory of missiles, warheads and fissile material stockpiles, the buildup far exceeds any defensive rationale and risks a full-spectrum arms race beyond the Indian Ocean.
The world should worry about this growing threat India generates. Pakistan knows what to do with them. We aren’t afraid. Borrowing from Churchill: it will only make the rubble bounce.

Equipped with advanced avionics and state of the art navigational aids, this weapon system is capable of evading enemy’s missile defence system due to terrain hugging features and engaging targets with high precision. As part of Army Rocket Force Command, Fatah-4 will further enhance the reach, lethality and survivability of Pakistan Army’s conventional missile systems.
Today’s launch was witnessed by Chief of General Staff, Senior officers from Pakistan Armed Forces, dedicated scientists and engineers.
