@somnath1978 The Centre has this policy of creating few centres of excellence and pumping truck load of money there. And Governors try to dictate terms of University. Give money, decentralise. Create policies of liberalisation, efficiency and persuade States to implement 2/2

@somnath1978 The centralisation is in place for 50 years. The Centre keeps policy making, funds with it and dictates ingenious, farcical policies to States. Ever heard of successful mid day meals scheme in Tamil nadu which centre replicated? Same with health care of Kerala. 1./2
