Senate Bill 23-169 raised the Colorado minimum age to purchase a firearm from 18 to 21, with limited exceptions. It was signed April 28, 2023, became Chapter 123, and took effect August 7, 2023.

☑️ Private transfers: C.R.S. § 18-12-112(2)(e) prohibits a transferor from transferring a firearm to a person under 21, subject to statutory exceptions; § 18-12-112(2)(f) makes it unlawful for a person under 21 to purchase a firearm.

☑️ Licensed-dealer transfers: C.R.S. § 18-12-112.5(1)(a.3) prohibits a licensed gun dealer from making or facilitating the sale of a firearm to a person under 21; § 18-12-112.5(1)(a.5) prohibits the under-21 person from purchasing it.

House Bill 25-1133 created Colorado’s retail-ammunition sales restrictions. It became Chapter 89 and took effect July 1, 2026. Its codified provision is C.R.S. § 18-12-117, not § 18-12-116.

The core rule in § 18-12-117, C.R.S. is that a retail ammunition vendor may not sell ammunition to a person under 21. The statute also requires age verification for in-person retail sales and regulates retail ammunition shipments and delivery.

Colorado’s age-21 firearm-purchase law was enacted through SB23-169 (2023), Chapter 123, codified at §§ 18-12-112(2)(e)–(f) and 18-12-112.5(1)(a.3), (a.5), C.R.S. Colorado’s age-21 retail-ammunition-sales law was enacted through HB25-1133 (2025), Chapter 89, codified at § 18-12-117, C.R.S. The firearm-purchase provisions took effect August 7, 2023; the ammunition-sales provisions took effect July 1, 2026.
