🚨URGENT APPEAL: Former Secretary of State and Opposition Leader Ali Karimli Endures Systematic Torture in Azerbaijani Detention

We'd like to take attention with the utmost alarm regarding the rapidly deteriorating and life-threatening conditions of Mr. Ali Karimli, Chairman of the Azerbaijan Popular Front Party, former Secretary of State

Mr. Karimli has been imprisoned since December 1, 2025, and is currently held in a high-security detention centre operated by the State Security Service (SSS) of Azerbaijan. He has consistently dismissed the charges against him as "entirely fabricated and politically motivated." For three decades, Mr. Karimli has been a persistent thorn in the side of the authoritarian Aliyev regime a dynasty that has ruled the former Soviet republic since Heydar Aliyev, an ex-KGB general, handed power to his son, Ilham, in 2003. Azerbaijan, though strategically vital and rich in hydrocarbons, remains tightly controlled under Ilham Aliyev's increasingly repressive leadership.

Since June 10, 2026, when a court extended his pre-trial detention for yet another five months without substantive trial proceedings, Mr. Karimli has been subjected to a systematic, escalating pattern of unlawful restrictions, inhuman treatment, and deliberate psychological pressure. His situation has now reached an extremely critical and humanitarian breaking point.

According to meticulously recorded information provided by his lawyers, family members, and the "Committee for the Protection of Ali Karimli's Rights," the following illegal measures have been deliberately imposed on Mr. Karimli:

1. For more than two months, he has been categorically prohibited from having telephone conversations or personal meetings with his family.

2. He is being held in the same cell with a detainee suffering from a serious psychiatric disorder. Every night, between approximately 3:00 and 4:00 a.m., this individual shouts, injures himself, throws objects, and creates constant disturbances.

3. A special alarm device has been installed directly outside his cell and rings continuously from 10:00 p.m. until 6:00 a.m.

4. Essential food items brought by his family including sour cream, cheese, cottage cheese, oatmeal, and butter are systematically confiscated.

5. For more than two months, he has been denied any form of physical exercise, and his legally guaranteed right to outdoor walks has been repeatedly and arbitrarily restricted.

6. Waste has not been removed from his cell for over two weeks. Sanitary facilities have not been cleaned for three weeks.

7. For nearly two months, electricity in the cell has been effectively cut off, rendering his television, electric kettle, and fan unusable

8. He has been denied a razor for two weeks and nail clippers for three weeks, in what appears to be a deliberate attempt to degrade his personal dignity

9. He has been denied access to the prison library for two weeks. For nearly two months, he has been cut off from all newspapers, magazines, and external sources of information.

10. Prison authorities confiscated his 130-page manuscript, along with his legal complaints, motions, blank paper, and pens. They have refused to return these items, systematically erasing his intellectual and legal work.

Mr. Karimli collapsed during a court hearing due to severe dehydration after his drinking water was cut off starting August 5. We must draw your urgent attention to a deeply troubling legislative development. On July 23, 2026, President Ilham Aliyev signed amendments to the Law of the Republic of Azerbaijan "On Psychiatric Assistance," introducing new provisions concerning involuntary psychiatric hospitalization and expanding the powers of state authorities in this domain.

We fear that the ongoing, carefully calibrated campaign of sleep deprivation, psychological pressure, extreme heat exposure, dehydration, and inhumane detention conditions is deliberately intended to deteriorate Mr. Karimli's physical and mental health ultimately creating a fabricated medical pretext for his involuntary transfer to a psychiatric institution.

We are profoundly concerned by this timing. We call on Azerbaijani authorities to ensure Mr. Karimli and all prisoners have immediate access to adequate drinking water, ventilation, and necessary medical care, guarantee his due process rights and either bring transparent charges or release him unconditionally.

The sound of the “drill” installed on the door of the cell where Ali Karimli is being held in the detention facility of the State Security Service has been going on for more than a month. It is a genuine form of torture for all the detainees held in the cells!

According to the newspaper, Karimli is being subjected to punitive treatment while held at the State Security Service detention facility.

“They are killing me in here,” he reportedly said during a court appearance seeking transfer to house arrest. His family, citing information relayed by his lawyer, says he has lost significant weight and was denied drinking water for two days.

Le Monde places his treatment within a wider crackdown that has already targeted opposition figures and independent journalists and is now extending to apolitical TikTok influencers.

The newspaper writes that Azerbaijan’s “judicial and penal machinery continues methodically to crush its longstanding targets: journalists and opposition figures.”

Belarusian independent outlet @charter_97 has drawn attention to the worsening treatment of Azerbaijani opposition leader Ali Karimli in detention.

Charter97 knows the cost of political repression firsthand. One of Belarus’s leading independent media voices, it has itself faced censorship and persecution under the Lukashenko regime and has been forced to operate from exile.

Its report details Karimli’s alarming condition in court, his repeated pleas for water in extreme heat and his family’s account that he lost consciousness while being transported to the hearing after being denied drinking water.

New details of the pressure and torture against Ali Karimli

Statement by the Committee for the Protection of Ali Karimli's Rights

Since 10 June 2026, following his interviews with international media, the authorities have systematically worsened his conditions of detention at the State Security Service pre-trial facility:

1. For the past two months, Ali Karimli has been denied telephone contact and in-person visits with his family.

2. He is being held in the same cell as a former ISIS member who, according to the Committee, has been diagnosed with a psychiatric illness. Every night at around 3:00 to 4:00 a.m. this individual gets up and makes noise until morning, banging his head against the wall and shouting, preventing Ali Karimli from sleeping.

3. A telephone installed directly outside his cell begins ringing in the evening and continues every 15 minutes until 6:00 a.m., repeatedly disrupting his sleep.

4. Renovation work has begun in the facility courtyard, close to his cell. The noise makes it impossible for him to sleep during the day as well.

5. Some of the food parcels his family regularly send are now being refused, leaving him increasingly dependent on the poor-quality porridge the facility provides. Deprived of proper nutrition, he has been losing weight rapidly.

6. He has not been allowed to exercise for two months, and his permitted outdoor time has been cut by half.

7. Rubbish has not been removed from his cell for two weeks, and the toilet and washing facilities have not been cleaned for three weeks. Unsanitary conditions are being deliberately created, and cleaning products sent by his family are refused.

8. The electricity to his cell has been cut for almost two months. The television, kettle and fan cannot be used. In extreme summer heat, the lack of a fan has made conditions unbearable.

9. He has not been provided with a razor for two weeks or nail clippers for almost a month.

10. He has been barred from the library for two weeks and prohibited from receiving newspapers, magazines or any source of information. His lawyers are prevented from giving him written material. His 130-page handwritten manuscript, formal complaints, paper and pens have been confiscated and not returned.

These measures constitute deliberate sleep deprivation and degrading treatment amounting to torture. They violate Azerbaijan's Constitution, Articles 3, 5, 6, 8 and 10 of the European Convention on Human Rights, the UN Convention against Torture and the Nelson Mandela Rules.

The Committee calls on the international community to respond urgently, establish independent monitoring, and demand an immediate end to all abusive measures against Ali Karimli.

"By imprisoning Ali Karimli, Ilham Aliyev is trying to eliminate his principal political challenger. This is a politically motivated imprisonment built entirely on fabricated allegations with no legal foundation. The attention leading Western media have given his case, publishing his interviews and articles, shows the international community also recognises his innocence and the political nature of his detention.

The pressure on him in prison is Aliyev's retaliation, an attempt to silence him. Unable to counter the impact of what Karimli has published from prison, Aliyev now tries to silence him through a psychologically disturbed ISIS member, and by stopping his lawyers from bringing him written material, to isolate him and obstruct his cooperation with the international media.

Does Ilham Aliyev feel no shame? Armenia's Prime Minister defeated his opponents in free, competitive elections. Aliyev, having imprisoned his own opponent, still cannot compete with him even behind bars, and resorts to unlawful pressure to silence him. Everyone sees this. Before long, as international reactions grow stronger, Aliyev will realise what a profound mistake he made."
