Such an important point. (And kudos to the whole @CheckSheriff Coalition for keeping the heat up on this issue.) Villanueva is not an outlier. We've had a string of bad sheriffs. He's just the most abrasive and the one mostly likely to say the quiet part out loud.
Last year, about 40% of the LA County jail’s total population had a diagnosed mental illness, compared with about 27% back in 2012.

Most people in our jail system are recently arrested & have not been convicted. They are routinely denied clean water, functioning toilets, a shower, adequate food, or medication they need. @ACLU_SoCal has sued the county.
