Chaired by Deputy President H.E. Prof. @KindikiKithure, I attended the 29th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC), where I presented Kenya's current health status and the progress made under the Universal Health Coverage (UHC) agenda.

The Social Health Authority (SHA) has onboarded 29.4 million Kenyans and mobilized KES 142 billion across all funds since inception.

Through the National Equipment Service Program (NESP), medical equipment valued at KES 6.18 billion has been installed in 126 health facilities nationwide, strengthening access to specialized care.

I urged Governors to sign the NESP addendums to facilitate operational funding for maintenance, ensuring sustainability at the grassroots level.

Maternal health remains a top priority. Over 900,000 beneficiaries have accessed SHA-supported maternal services, while KES 2.04 billion has been earmarked to support free maternity services in Level 2 and Level 3 government and faith-based facilities. The Teen Mothers Programme currently supports 48,273 young mothers across the country.

The Public Officers Medical Scheme Fund (POMSF), administered through SHA under the Mwalimu Cover and launched on 1 December 2025, now provides a comprehensive, digitally enabled package for teachers and their dependents, covering inpatient, outpatient, maternity, dental, optical and emergency evacuation services.

To enhance efficiency, joint Ministry of Health and SHA teams are rolling out County Clinics to address claims and system challenges at the county level, with visits already undertaken in Kisii, Kisumu, Mombasa, Mandera, Embu and Makueni.

Our focus remains steadfast. To deliver efficient, equitable and high-quality healthcare services for all Kenyans in fulfillment of the Fifth Administration's commitment to Universal Health Coverage (UHC).

I was joined in the meeting by Principal Secretary for Public Health and Professional Standards Ms Mary Muthoni and C.E.Os Dr Mercy Mwangangi (SHA), Dr Waqo Ejersa (KEMSA) as well as Eng Anthony Lenayara (DHA).

The church plays a significant role in promoting peace and cohesion between communities. Our partnership with the church and other religious organisations is therefore critical in our ongoing efforts to pacify some pockets in the country still experiencing sporadic incidents of insecurity.

We commend our security agencies, religious groups and communities for their contributions, which have enabled us to make great progress in our renewed fight against banditry in parts of the Kerio Valley, Upper Eastern and Northern Kenya.

The Ministry of Education has officially gazetted new school fees caps, aimed at easing the financial burden on parents and guardians across the country.

Under the revised structure, day schools will require nil household contribution, ensuring that access to basic education is not limited by ability to pay.

For special schools, the capped household contribution has been set at KSh 12,790, reflecting the additional support required for learners with special needs.

Meanwhile, boarding schools will charge a maximum household contribution of up to KSh 53,554, providing clarity and predictability on education costs for families.

We are rolling out transformative development programmes in Nairobi County to tackle key challenges, including poor waste and garbage management, informal settlements, water shortage, poor roads, and unreliable electricity.

Consequently, we are building one priority road in each of the 85 electoral wards, prioritising Maragua 4 Dam project to boost water supply in the city and stabilising electricity supply in the county.

To keep Nairobi clean, a comprehensive garbage management service will begin on April 1, 2026, ensuring timely collection throughout the city.

Additionally, a treatment plant will be built at the Dandora Dumpsite to manage waste, produce fertiliser and generate energy from next year.

We are also investing a total of KSh220 billion in Nairobi to build 169,000 affordable housing units, 16 modern markets, and hostels to accommodate 14,000 students.

In addition, we are building 700 classrooms in public schools, providing additional places to 21,000 learners.

Together with Lands Cabinet Secretary Alice Wahome, we issued 985 title deeds to internally displaced persons, squatters, and integrated landless people at Kisima Farm, Njoro, in Nakuru County.

I was deeply gratified by tears of joy and happiness from the new land owners, especially the IDPs who have remained landless for the past 19 years. I cautioned them against selling land and urged them to settle down and raise their families.

Nakuru County Government will drill a borehole, construct a dispensary, and roads while working with the National Government to put up a police post and provide electricity to the residents of Kisima Farm. Surveyors will, from next week, camp at the farm to demarcate land for each of beneficiaries. I urged them to coexist peacefully.

As I pledged to the people of Nakuru, I've accelerated the issuance of title deeds in the County. Last year, I secured 3,000 in Kiptangwany, Elementaita. More titles are being processed for several settlements from Ol Jorai to Banita in Rongai in a bid to achieve my target of 20,000 titles yearly.
