Ridiculous.. But not unexpected! After all why would an elected body make a rational decision that benefits both the public and an aspiring new business venture.
Councils regularly discriminate against taxi applicants with old and irrelevant convictions, in the belief it improves public safety and confidence. Here's a proposal that could actually improve both and it's been dismissed as 'discriminatory'.

We had a visit from new @DWP minister @willquince today - we were delighted to tell him about our vital work supporting women ex-offenders into employment and to introduce him to women and employers we’ve been working with recently.
