Pleasure to welcome representatives from across the Region to the High-Level Virtual Member State Forum on the WHO Regional Pooled Procurement Mechanism.
The Mechanism is a key pillar of @WHOEMRO’s flagship initiative on equitable access to medical products that will reduce procurement costs, strengthen the reliability of supply, encourage regional manufacturing and reduce dependence on external markets.
Today, I encourage Member States to take three important steps.
1️⃣Reaffirm your commitment to the Mechanism and actively engage in its implementation.
2️⃣Submit indicative demand forecasts.
3️⃣Continue to advance regulatory convergence and to share expertise to help consolidate this sustainable, country-owned Mechanism that serves the health needs of everyone in our Region.

On 20 July, the devastating flash floods in eastern Afghanistan have claimed 23 lives, left many others injured or missing, and caused widespread destruction to homes, infrastructure and livelihoods, disrupting access to essential services.
My thoughts are with the families who have lost loved ones and with the communities facing the immense impact of this tragic event.
In close coordination with the de facto Ministry of Public Health and partners, @WHO responded immediately by:
▪️activating its emergency response mechanisms,
▪️delivering emergency health kits to support more than 2,200 people,
▪️facilitating the deployment of mobile health teams,
▪️and expanding mental health and psychosocial support
Beyond the immediate devastation, floods pose serious health risks by disrupting access to essential health services and increasing the risk of injuries, waterborne diseases and mental health. Protecting health must remain at the centre of the emergency response.
WHO stands in solidarity with the people of Afghanistan and remains committed to working with the de facto Ministry of Public Health and partners to ensure affected communities continue to receive the lifesaving health services they need.
In a turbulent world of increasing division, we can all agree that everyone who sets out on a journey, to work, to school, to see the people they love, should reach their destination safely.
I call on world leaders to ensure yesterday’s @UN declaration on #RoadSafety becomes more than words on a page.
Let it be a promise to every family who was not in the General Assembly Hall, but who lives every day with the loss of a loved one.

At the High-Level Meeting on Global Road Safety, Member States adopted a new progress declaration to accelerate action towards safer roads and the SDG target of reducing road deaths and serious injuries by 50% by 2030. An important part of our Polio Oversight Board mission to Pakistan was engaging leaders whose commitment extends beyond the health sector. I was pleased to meet H.E. Deputy Prime Minister and Foreign Minister Ishaq Dar @MIshaqDar50 to discuss the vital role of regional cooperation in advancing public health.
As the world’s last two countries with endemic wild poliovirus, Pakistan and Afghanistan have a unique opportunity—and a shared responsibility—to interrupt transmission. Continued dialogue, close cross-border collaboration and sustained political commitment will be essential to protecting every child and achieving our shared goal of a #PolioFree future.

Genocide does not begin with mass graves. It begins with hatred, discrimination, dehumanization, and attempts to divide people into “us” and “them.”
At the observance of the 1995 Genocide in Srebrenica held in the General Assembly Hall, we mourned more than 8,000 Bosnian Muslim men and boys murdered in 1995, and honoured the survivors and families who continue to carry the wounds of genocide.

On my fourth mission to Afghanistan with the Polio Oversight Board, one of the highlights of my visit to Kandahar was meeting the dedicated doctors, nurses and health workers at Mirwais Hospital. Every day, they deliver lifesaving care to communities despite immense challenges.
Today, more than 22 million people need humanitarian assistance, including 14.4 million who require health services. Yet since January 2026, around 150 humanitarian partner-supported health facilities have been suspended or closed because of funding shortages.
This means that health workers are less able to vaccinate children, mothers are less able to find safe care and patients find it more challenging to access essential health services. These losses cannot be overlooked.
The 2026 Health Cluster response remains critically underfunded, with just 17% of the required US$190.8 million received as of June 2026. Sustained international investment is essential to keep health services running, protect hard-won gains and reach those who need care most.
