There is a crucial element that the Manipur crisis reveals, which many seem to have missed: An unprecedented subversion of the federal structure in this country.

The confusion around Article 355 speaks of this subversion. A question that many have not asked is this: who is in charge of the law and order in the state during the last eight months in Manipur?

Since 31st May, 2023, 'Unified Headquarters', a body to take care of the security and law and order in the state by ensuring efficient and effective coordination amongst various security agencies, has NOT been under the command of the head of the elected political executive, namely, the Chief Minister.

How come? Because he has been replaced by an ex-bureaucrate who was 'sent' by the Govt of India and 'appointed' by the Govt of Manipur!

This situation, marked by 'sent' and 'appointed', is well captured by the statement of the Union Home Minister on the floor of the Parliament: The CM is 'cooperating', so why do we need 'President Rule' in Manipur?

This unprecedented situation is in which both the GoI and the GoM can absolve their responsibility by either blaming one another or simply finding scapegoats (Civil society, security agencies etc). There are already signs of that - blaming or insinuating against the police or the union armed forces or citizen groups!

Fact is, the relationship between 'sent' and 'appointed' is seen in the sheer lack of coordination amongst security agencies; in fact, these agencies seem to be working at cross purposes as it gets manifested in numerous allegations of this or that agency siding with different warring groups or even images of public confrontation amongst them!

The communal harangue has distracted people's attention from this unprecedented and serious subversion of the constitutionally established mechanisms and practices, largely because it helps them in their agenda of subverting the state of Manipur as a federal unit of the Union of India!
