Recent strikes on critical infrastructure in Ukraine and Russia have left millions of people with little or no electricity, water, and heating amid freezing temperatures in Kyiv, Dnipro, Donetsk, Belgorod, and other areas.

"Attacks causing disproportionate harm to civilians, including by depriving their access to essential services
such as electricity and heating that are essential for survival right now, are prohibited.”

From June 11-16, Russia and Ukraine carried out a large-scale repatriation of the remains of fallen soldiers. In line with its long-standing role as neutral intermediary, the ICRC observed the large-scale transfer at the request of the parties to the conflict.

Yesterday, we participated in a discussion with the Ombudspersons of both Russia and Ukraine.

The meeting, which took place in Belarus, involved the heads of ICRC delegations in Moscow and Kyiv and covered humanitarian concerns related to prisoners of war, the missing, and civilians in need of aid.

We stand ready to continue our humanitarian dialogue with parties to the international armed conflict between Russia and Ukraine as well as, when agreed by the parties, to facilitate implementation of humanitarian operations in our role as a neutral intermediary to help those in need.
