I don't understand why there's such a desire for 'consistency' - All these actions are slightly different, lots of moving parts.

Simplify the law and let the refs explain their logic if it goes to VAR.

Way better than what we have now.

Believe me as a Spurs fan in our biggest ever game 60 seconds in our player puts his arm up to tell a player to track a runner, oppo boots it at his arm and pen given.

They need to start again with handball.
