URGENT APPEAL FOR IMMEDIATE UNITED NATIONS HUMANITARIAN INTERVENTION IN RAWALAKOT, AZAD KASHMIR

SUBJECT: Escalating State Violence, Heavy Shelling, and the Use of Live Ammunition Against Peaceful Civilian Protesters in Rawalakot, Azad Kashmir.

We urgently draw the attention of the international community to the rapidly deteriorating humanitarian situation in Rawalakot, Azad Jammu & Kashmir.

According to reports received on 27 July 2026, Pakistani security forces launched a violent crackdown against peaceful protesters in Rawalakot. Reports indicate that at least 12 Kashmiris have been killed and dozens more have been critically injured following the reported use of live ammunition, heavy shelling, tear gas, and other force against civilians. Reports further indicate that shelling and the use of live ammunition continue, raising fears of further loss of civilian life.

At approximately 7:00 PM PST, Pakistani security forces reportedly used heavy tear gas, live ammunition, and force to prevent thousands of peaceful civilians from entering Rawalakot as they attempted to return to their homes after weeks of displacement.

Key Facts on the Escalating Crisis
• Blockade and Siege: Since early June 2026, Rawalakot has reportedly remained under severe restrictions, limiting freedom of movement and disrupting access to homes, medical care, and essential services.
• Reported Loss of Life: According to available reports, at least 12 Kashmiris were killed on 27 July 2026 alone. Earlier reports also indicate dozens of civilian deaths during the recent unrest, with many more injured.
• Reported Critical Injuries: Dozens of civilians are reported to be in critical condition following the latest crackdown.
• Reported Enforced Disappearances: Numerous activists, community members, and peaceful organisers have reportedly been arbitrarily detained or subjected to enforced disappearances.
• Ongoing Violence: Reports indicate that shelling, the use of live ammunition, and security operations continue, placing thousands of civilians at immediate risk.
The people of Azad Kashmir are reportedly facing serious violations of fundamental human rights. These allegations require urgent international attention, independent monitoring, and impartial investigation.
We respectfully call upon the United Nations, international human rights organisations, and democratic governments to take immediate action:
1. Demand an immediate end to the use of live ammunition, shelling, and excessive force against peaceful civilians.
2. Call for the immediate protection of all civilians and unrestricted humanitarian access to affected areas.
3. Dispatch an independent international fact finding and human rights monitoring mission to Rawalakot and other affected areas without delay.
4. Ensure prompt, thorough, independent, and impartial investigations into all reported deaths, injuries, and allegations of human rights violations, and hold those responsible accountable under international law where violations are established.
5. Urge all parties to exercise maximum restraint and fully respect the rights to peaceful assembly, freedom of expression, and due process.
The international community must not remain silent while reports indicate that civilians continue to lose their lives and many more remain at immediate risk. Immediate international engagement is essential to help prevent further bloodshed, protect civilians, and ensure accountability in accordance with international law.

JOINT AWAMI ACTION COMMITTEE ANNOUNCES 27 JULY LONG MARCH AS CALLS FOR PEACEFUL DIALOGUE FAIL

UKPNP urges maximum restraint, protection of peaceful protesters, and immediate international monitoring of the situation in Azad Kashmir.

The United Kashmir People's National Party (UKPNP) expresses deep concern over the deteriorating situation in Azad Kashmir following the announcement by the Joint Awami Action Committee (JAAC) of a Long March scheduled for 27 July 2026 from Rawalakot to Muzaffarabad.

The announcement comes after the JAAC had earlier withdrawn its planned 15 July Long March in good faith to create space for peaceful negotiations and dialogue. According to the organisers, those efforts did not produce a mutually acceptable outcome, resulting in the renewed call for peaceful public mobilisation.

UKPNP reiterates that peaceful protest, freedom of peaceful assembly and association, and freedom of expression are fundamental human rights recognised under international human rights law. These rights must be respected and protected at all times.

We call upon the authorities to exercise maximum restraint and refrain from the use of force against peaceful protesters. Protecting human life and safeguarding fundamental freedoms remain the primary responsibility of every state.

UKPNP expresses grave concern over reports that, since 5 June 2026, more than 40 Kashmiris have reportedly lost their lives during the ongoing unrest. Every reported death or injury should be subject to prompt, thorough, independent, and impartial investigation, with accountability in accordance with the law.
Reports also indicate the deployment of additional security forces, including the Rangers, Frontier Constabulary (FC), and Punjab Constabulary (PC), ahead of the planned march. UKPNP urges all parties to avoid further escalation and to prioritise dialogue, de escalation, and the protection of civilians.
UKPNP calls upon the United Nations, the European Union, the United States, the United Kingdom, Russia, China, and the wider international community to actively support efforts aimed at protecting civilians, encouraging meaningful dialogue, and promoting a peaceful resolution of the situation in Azad Kashmir.

The party further urges international media organisations and independent human rights organisations, including BBC Urdu, Voice of America (VOA), France 24, Deutsche Welle (DW), Reuters, Associated Press (AP), Al Jazeera English, Amnesty International, Human Rights Watch (HRW), The Guardian, and other international media outlets, to closely monitor developments, report independently, and document any alleged human rights violations.
UKPNP believes that lasting peace can only be achieved through dialogue, respect for fundamental rights, accountability, and the protection of every civilian.

#WATCH | Geneva, Switzerland: The United Kashmir People’s National Party (UKPNP) staged a protest at the Broken Chair monument outside the United Nations during the 62nd Session of the UN Human Rights Council in Geneva, drawing attention to human rights violations in Pakistan-occupied Jammu and Kashmir (PoJK).

Protesters raised slogans against the Pakistan Army and security forces, accusing them of using excessive force against civilians and suppressing peaceful dissent. They referred to the June 7 firing on demonstrators in Rawalakot, in which several people were killed, and many others sustained serious injuries.

According to the organisers, protests against the June 7 incident have continued across Rawalakot and other parts of Pakistan-occupied Jammu and Kashmir, with demonstrators demanding accountability and justice.

UKPNP Holds Historic Event On  28 April 1949 Karachi Agreement with Great Turnout and Mass Mobilisation in Rawalakot on 28 April 2026.

The United Kashmir People's National Party held a historic and well-attended event in Rawalakot, Poonch, on  the 28 April 1949 Karachi Agreement, drawing a large and energetic turnout with central leadership, women, and youth participating in significant numbers.

A major programme was held at Akbar Hotel, Rawalakot Poonch, focusing on the background, key points, and consequences of the Karachi Agreement, while a rally was organised which marched through the streets of Rawalakot where participants raised slogans including “We want freedom,” “We want a united independent State of Jammu and Kashmir,” “No to forced division,” and “Aar paar joor do, Kashmir hamara chhor do.  We stand with Shaukat Kashmiri, Long Live UKPNP, Long Live United Independent State of Jammu and Kashmir.”

The venue was decorated with party flags, historical flags of the State of Jammu and Kashmir, and banners and posters reflecting the party’s vision and struggle.

The programme was chaired by Madam Sardar Tania Khan, Senior Vice Chairperson UKPNP, while the chief guest was Sardar Riaz Khan, President UKPNP Canada, and the special guest was Advocate Sardar Rashid Yousaf, President UKPNP North America. The organisational leadership and execution of the event were led by Sardar Atif Khan, President UKPNP District Poonch, Fazal Jammu Kashmiri, General Secretary District Poonch, and Iftikhar Ahmad, Deputy Secretary Europe Zone, who ensured the successful conduct of the programme.

The proceedings were conducted by Fazal Jammu Kashmiri, while the reception and welcoming of various rallies were led by Sardar Atif Khan.

Shaukat Ali Kashmiri, Chairman of UKPNP, addressed participants via video link, highlighting the importance of unity and continued struggle. He shed light on the Karachi Agreement, stating that it curtailed the powers of Azad Kashmir and Gilgit-Baltistan while also acknowledging Gilgit-Baltistan as a historical part of the disputed State of Jammu and Kashmir, a point he stressed must not be overlooked. He noted that Nasir Sharif, who in  not present today , played a key role in organising and strengthening the party in Rawalakot. My tribute to him. He is a dedicated comrade of UKPNP.
Sardar Shaukat Kashmiri paid tribute to Advocate Sardar Rashid Yousaf, President of UKPNP North America, for his efforts and contributions, stating that he played a key role in the successful organisation of the programme. Shaukat Ali Kashmiri also congratulated Sardar Atif Khan, President District Poonch, Fazal Jammu Kashmiri, General Secretary District Poonch, and Iftikhar Ahmad, Deputy Secretary Europe Zone, appreciating their tireless efforts and dedication. He remarked that committed comrades like them are a true asset of our party.
Shaukat Ali Kashmiri further congratulated members of the central cabinet and party workers for travelling from different regions to participate in the programme and expressed his sincere gratitude for their dedication and support.
