@TeamYouTube My Channel, StudioBrule, was reinstated but they have not reinstated monetization nor the partner program. There's also no way to request monetization and the system continues to show "Harmful Content" despite the review and reinstatement of the channel.

@TeamYouTube The point is that my channel was fully validated before it was removed by YouTube 4 years ago. Of course there's very little engagement immediately after reinstatement. Full reinstatement means "everything as it was," which should include monetization.

@TeamYouTube That's not the point. I exceeded the requirements 100 times over before my channel was deactivated. Reactivation should put me back to where I was, but it hasn't. My channel should be reinstated to the full status it had before deactivation, including monetization.
