CLARITY Act 出现真正突破：特朗普让了80%，共和党发出最终妥协方案！

刚刚，CLARITY Act最大的死结终于松了。

共和党释出最新文本，特朗普同意了 Tillis-Gallego 伦理方案大约80%的内容。这次不是象征性让步：总统等官员如果持有“重大”加密相关利益，要么剥离，要么放进盲目信托。

此前白宫非常抗拒的州检察长参与执法，也被特朗普接受了。

更关键的是，共和党这次不是只改伦理条款，而是把民主党和银行业一直卡住的几个问题一起动了。

BRCA开发者保护范围被收窄，涉及刑事案件的明确保护被拿掉，稳定币收益增加“熔断机制”，如果大量银行存款流向稳定币，联邦政府可以介入，最终裁量权交给财政部长 Bessent。

农业委员会部分则加强了交易所、经纪商、做市等垂直整合的利益冲突限制，同时保留州消费者保护法，也明确开发者保护不能绕开衍生品和预测市场监管。

共和党已经把这版称为给民主党的“last, best and final offer”——最后、最好、最终报价。

这个措辞很重要，意思就是：能让的基本都让了，周二直接看票。

整个时间线现在也串起来了：周五特朗普闭门谈伦理 → 周日 Schumer 紧急召集民主党开会 → 现在特朗普在核心伦理条款上大幅退让，共和党把新版文本扔到桌上。

所以 CLARITY Act 现在真的到了最后一关。9月15日美东时间14:15，参议院决定是否正式进入法案辩论，需要60票。

如果这份最终妥协方案仍然拿不到足够民主党票，CLARITY Act大概率就不是死在“共和党不肯让”，而是死在民主党。

这一夜，球已经明显踢到民主党脚下了。
