On 13th May 2026, Adv. Rebecca Atwiine, the special Presidential Assistant Anti-Corruption (SPA/AC) with her team met with the leadership and team of the Inter-Religious Council of Uganda (IRCU) @irc_uganda to strengthen collaboration between IRCU and the Citizens Forum Against Corruption Uganda (CIFACU) @CIFACU_Ug in the fight against corruption. CIFACU, an all citizens forum under the auspices of the Office of the Special Presidential Assistant/Anti-Corruption is premised on Article 17(1)(i) of the Constitution of Uganda which mandates all citizens to combat corruption and wastage of public resources. CIFACU is the platform through which citizens can execute this national and constitutional mandate. Adv. Atwiine commended IRCU for promoting integrity, moral values, and responsible citizenship, attributes that are critical in fighting corruption and which CIFACU is intentional in enforcing.
She highlighted corruption tendecies affecting communities including abuse of office, neglect of duty, embezzlement, bribery among others that are continously manifesting through land grabbing, fraudulent land transactions, displaced and and disgruntled cpmmunities, decrease in faith, increased crime rates among others warning that such practices undermine justice, social harmony, and public trust.
She emphasized that combating corruption is a shared national responsibility that requires active participation from citizens, religious institutions, civil society, and government agencies. She noted that religious leaders are uniquely positioned to shape ethical values, promote accountability, and mobilize communities to combat corruption.
Adv. Atwiine reaffirmed CIFACU’s commitment to working with like-minded institutions in promoting the “3R” CIFACU model; Reject, Resist, and Report Corruption.
In her closing remarks, Adv. Atwiine stressed that prevention remains the most effective and sustainable approach to fighting corruption. Corruption being a continuing vice, this also takes into account reform and mindset change of the corrupt calling upon them to turn back from corruption and instead combat it as their national duty calls.

On Thursday, 7th May 2026, the Special Presidential Assistant on Anti-Corruption, Adv. Rebecca Atwiine, along with her team, conducted a locus visit to Kalisina Village, Maddu Subcounty, Gomba District, to inquire into the ongoing land disputes concerning land at Kalombe and Nsowe Forest Reserve.
During the engagement, members of the community expressed gratitude to His Excellency the President of the Republic of Uganda and to the Special Presidential Assistant on Anti-Corruption, Adv. Rebecca Atwiine, for the intervention and efforts undertaken towards protecting the interests of vulnerable communities affected by the dispute. The residents narrated grievances relating to alleged intimidation, threats and attempts to forcefully evict them from the land.
Adv. Rebecca Atwiine informed the community that His Excellency the President remains steadfast in the fight against corruption, abuse of power and illegal land grabbing, particularly where ordinary citizens become victims of injustice. She explained that following complaints and petitions submitted by local leaders, His Excellency directed that inquiries be undertaken into the circumstances under which residents were allegedly being harassed and displaced from the land.
She further reminded the residents that Government institutions exist to preserve justice, peace and security for all Ugandans and emphasized that no individual is above the law. She encouraged the community to remain united, peaceful and law-abiding as Government continues to study the matter and pursue lawful interventions aimed at restoring justice and protecting lawful occupants.
Adv. Rebecca Atwiine emphasized that His Excellency the President has consistently stood with ordinary Ugandans in the struggle against corruption, abuse of office and impunity. She assured the residents that their grievances had been heard and reaffirmed Government’s commitment to ensuring that vulnerable communities are protected against unlawful deprivation of land and property.
In her closing remarks, she cited the Book of 2 Chronicles Chapter 20 and encouraged the community to remain steadfast in faith and unity. She cautioned the residents against resorting to witchcraft, violence or acts of retaliation, emphasizing instead the importance of peace, patience and trust in God during difficult moments. She reminded them that the battle belongs to the Lord and encouraged them to remain focused and united as efforts towards resolving the dispute continue.

On Wednesday, 6th May 2026, the Special Presidential Assistant on Anti-Corruption, Adv. Rebecca Atwiine, together with her team, conducted a locus visit into allegations of land grabbing involving land occupied by Kyamula Church of Christ situated along Salaama Road in Masajja Parish, Makindye Division.
During the engagement, members of the church community expressed gratitude to His Excellency the President of the Republic of Uganda and to the Special Presidential Assistant on Anti-Corruption, Adv. Rebecca Atwiine, for the intervention and efforts undertaken towards protecting their interests on the disputed land.
In her address, Adv. Rebecca Atwiine informed the congregation that His Excellency the President remains firmly committed to the fight against corruption, abuse of office and illegal land grabbing. She reminded the community that the struggle against corruption and injustice formed part of the foundational principles of the liberation struggle and emphasized that Government continues to prioritize the protection of ordinary Ugandans against impunity and unlawful deprivation of property.
She further noted that every Ugandan is entitled to equal protection under the law and highlighted the role of institutions under the Justice Law and Order Sector, including courts of law, police and other government agencies established to preserve peace, justice and order within the country. While acknowledging that some security officers had rendered assistance to the church community, she observed that allegations had also emerged against certain individuals accused of failing to act appropriately. She however emphasized that misconduct by individuals should not be mistaken for failure of institutions, stressing that accountability for unlawful acts remains personal and individual.
Adv. Rebecca Atwiine further stated that Uganda is governed by laws and institutions and that Government would not permit individuals to destabilize communities through violence, intimidation and unlawful land grabbing. She assured the church community that investigations into the matter would continue and that persons involved in acts of illegality and abuse of office would be held accountable.
Adv. Rebecca Atwiine also condemned the alleged acts of violence, intimidation, harassment and arrests reportedly directed against members of the church community. She expressed concern over allegations that certain individuals involved in the disputed land had resorted to invoking influence from powerful offices and misusing the names of government institutions in an attempt to intimidate ordinary citizens and unlawfully assert control over the land. She emphasized that such conduct undermines public confidence in state institutions and must come to an end.
In conclusion, Adv. Rebecca Atwiine expressed confidence in the leadership and security structures in Makindye Division and urged them to remain firm against acts of land grabbing, intimidation and abuse of office.

On Monday 4.27.2026, The Special Presidential Assistant/Anti-Corruption, Adv. Rebecca Atwiine along with the Citizens’ Forum Against Corruption Uganda (CIFACU) conducted an anti-corruption outreach at Kibuli Senior Secondary School.
The activity formed part of the ongoing citizen anti-corruptioncampaign aimed at fostering values of Courage, Honesty, Intentionality, loyalty and legitimacy through different tools and strategies. The legendary Artist and Chair of the National Cultural Forum an apex body for creatives, an Anti-corruptionwarrior and a member of CIFACU, @RaggaDee_UG addressed the students on the use of culture, music, dance and drama in upholding virtues of integrity and rejecting corruption. Mr. Brian Mukiibi a teacher by profession and also an Anti-CorruptionWarrior engaged with the students calling upon them in a student friendly manner to shun corruption and dishonest practices and embrace honesty and integrity.
Adv. Rebecca Atwiine delivered a lecture of opportunity on corruption to the students who equally engaged demonstrating their interest and understanding of this ‘pandemic’ through the questions raised and participation in the discussions. Pursuant to Article 17(1)(i) of the Constitution of the Republic of Uganda, which mandates every citizen to combat corruption, the students were enlisted into the Citizens’ Forum Against Corruption Uganda (CIFACU) as Young Anti-Corruption Warriors. They committed to embrace integrity and shun corruption as demonstrated through the signing of personal Anti-Corruption Commitment cards.
The Head Teacher and members of staff equally executed their Anti-Corruption Commitment cards reinforcing their institutional alignment with the fight against corruption.

At a partnership meeting on strengthening anti‑corruption evidence, Senior Special Presidential/ Assistant Advisor on Anti‑Corruption Ms. Rebecca Atwine @SPA_AntiCorrupt emphasized citizen‑led accountability through the Citizen Forum Against Corruption, anchored in Article 17 of the Constitution. She called for rethinking and contextualizing corruption measurement tools, proposing targeted, sector‑based assessments over blanket nationwide surveys to better identify priority intervention areas.
TI-Uganda’s Executive Director Mr. Peter Wandera @petwander highlighted that the Corruption Perceptions Index (CPI) follows rigorous global standards, while the Uganda Bribery Index (UBI) provides nationally grounded evidence through a digitized, household‑based survey. He emphasized that despite resource constraints, UBI findings are credible, inform institutional reforms and are shared directly with assessed institutions to drive accountability and service delivery improvements.
The way forward:
*Adopt district‑ or sector‑based Uganda Bribery Index assessments.
*Strengthen monitoring & evaluation to track real impact.
*Expand coverage to oversight institutions like @IGGUganda and the @OAG_Uganda and move beyond bribery to capture wider corruption dimensions ensuring evidence drives reforms and measurable results.
