During the Training on the Government Procurement Portal (GPP) happening now in Yumbe, the DCAO Dr. Coxmoses Nsubinga in his welcome remarks pledged to be present for the 2-days training as they look forward to learning more about the reforms from PPDA which include the utilization of the GPP to enhance transparency and accountability for improved service delivery in Yumbe.
Mr. Arnold Illango Officer, Performance Monitoring @PPDAUganda commenced the training by introducing participants to the PPDA website and demonstrating the various sections available on the platform. He explained that the Government Procurement Portal (GPP) is one of the key components of the PPDA website and serves as a central platform for publishing and accessing public procurement information.
He further explained that the @GovUganda is gradually transitioning towards electronic government procurement (e-GP), which enables procurement processes to be conducted online. At the time of the training, 36 government entities were actively utilizing the e-GP system as pilot institutions to assess its effectiveness and efficiency.
He noted that the primary purpose of the GPP is to enhance transparency and accountability in public procurement by making procurement information publicly accessible. The platform serves as a repository for procurement documents and provides stakeholders with an opportunity to monitor procurement activities and hold responsible officers accountable.
Mr. Arnold highlighted several key features of the GPP, including:
* Publication of procurement plans.
* Advertisement of bid invitations and procurement opportunities.
* Publication of Best Evaluated Bidder notices.
* Disclosure of contract award information.
* Publication of suspended providers.
* Access to procurement statistics and reports.
He emphasized that the portal allows citizens, civil society organizations, media practitioners and service providers to track procurement opportunities and contract awards in real time. In many respects, the platform serves as a digital notice board for government procurement activities.
Mr. Tabu Job the DCAO of Obongi District in his welcome remarks highlighted that digital procurement aligns with current government policy directions and offers practical benefits, including reduced administrative costs. He cited the high costs associated with traditional procurement advertising methods and noted that the GPP provides a more cost-effective alternative.
He observed that procurement remains one of the most critical functions within government operations and that corruption manifests in various forms throughout service delivery systems. He therefore welcomed the government's shift toward digital procurement processes, describing the Government Procurement Portal as an important tool for improving transparency, efficiency, and accountability.

Mr. Simon Businge @PPDAUganda outlined their shift toward systemic reforms:
·The PPDA Law now explicitly include various corruption-related offenses.
·PPDA is moving toward full digitization of the procurement process to minimize human interference and increase transparency.
