Afghanistan: The World's Active Training Campus for Human Weapons

Suicide attacks in Afghanistan were virtually non-existent before 2005, only five recorded attacks between 2001 and 2005. By 2006, that number had risen to 123.

This escalation is not the arc of spontaneous radicalisation. It is the output of an organised, staffed and operational factory.

The Taliban maintained documented training facilities in Kunduz, Badghis and Sar-e-Pol Provinces where children as young as six were taught to install roadside bombs and prepare for suicide missions. Most were kidnapped or sold by their own parents for as little as $1,000.

Upon returning to power in 2021, the Taliban formally established uniformed "martyrdom brigades" integrated directly into the new Ministry of Defence and paraded through Kabul's streets.

A kindergarten on the fringes of Kabul was converted into a suicide bombing school, the Badri Special Forces base where fighters openly train for martyrdom operations.

The TTP, which conducts attacks against Pakistani cities, soldiers and markets, established its own training infrastructure across Kunar, Nangarhar, Khost and Paktika Provinces inside Afghanistan, with al-Qaeda supplying ideological guidance as recently as June 2023.

The UN Security Council's own Monitoring Team confirmed in December 2025 that more than twenty international terrorist organisations operate openly from Afghan soil.

The $7.1 billion in US military equipment left behind after the 2021 withdrawal confirmed by a congressionally mandated Pentagon report did not remain idle.

Taliban representatives admitted in a closed UN Security Council session that at least half of this stockpile is now unaccounted for, absorbed into illicit networks and black markets operating through Kandahar and Kabul.

Denmark's deputy permanent representative to the UN Security Council publicly confirmed that the TTP continues to receive logistical and material support from the de facto authorities in Kabul establishing on the international record that Pakistan's primary domestic terrorist threat is being sustained from Afghan territory.

Two decades of surviving the world's most advanced surveillance and strike capabilities have taught these organisations one lesson above all others: the hardest target to hit is not a fortified compound.

It is a building the world will not bomb.
A school.
A nursery.
A hospital.
A rehabilitation centre.

A suicide bomber disguised as an innocent child exploits society's reluctance to suspect the vulnerable.

A suicide training facility concealed within a school, hospital or rehabilitation center exploits the same reluctance to target protected spaces.

If schools and nurseries could be absorbed into militant infrastructure, a drug rehabilitation facility within a former military compound follows the same logic.

In each case, the effectiveness of the attack, one bomber, numerous casualties are compounded by a strategic advantage: the illusion of a non-threat, the cloak that conceals the method.

The ambiguity is the point.

حکومتِ پاکستان (وزارتِ خزانہ) کے سرکاری اور دستاویزی اعداد و شمار کے مطابق، پاکستان میں کل رجسٹرڈ ریٹائرڈ ملازمین (پینشنرز) کی مجموعی تعداد تقریباً 32 لاکھ 38 ہزار (3.23 Million) ہے
جو کہ تقریباً 1.70 کھرب روپے سالانہ پینشن وصول کرتے ہیں

اب سوال کہ پھر یہ 220 ارب روپے سویلین پینشن کون سی ہے جو وفاقی بجٹ میں دکھائی جاتی ہے اور پراپگنڈئیے اسے موازنے کے طور پر استعمال کرتے ہیں

سوشل میڈیا پر جو وفاقی بجٹ میں سویلین پینشن 220 ارب روپے دکھائی جاتی ہے، وہ صرف وفاقی وزارتوں کے ریٹائرڈ ملازمین کی ہوتی ہے جیسے کہ وفاقی عدلیہ، بیوروکریسی، کلرک، اور افسران FIA،NADRA۔ وغیرہ

جبکہ پنجاب، سندھ، کے پی کے، بلوچستان کے محکموں میں لاکھوں سول ملازمین (جیسے اسکول ٹیچرز ، پولیس، پٹواری، صوبائی سیکریٹریز یا باقی محکموں جیسے کہ محکمہ صحت، ضلعی کچہریوں کے ملازمین وغیرہ) کام کرتے ہیں جو ہر سال ریٹائرڈ بھی ہوتے ہیں ۔ ان کی تعداد اب لاکھوں میں ہے، ان لاکھوں ریٹائرڈ ملازمین کو پنشن وفاقی حکومت نہیں، بلکہ صوبائی حکومتیں دیتی ہیں

اسان الفاظ میں کہ صوبائی ریٹائرڈ ملازمین کی پینشن صوبوں کے زمے اور وفاقی ملازمین کی وفاق کے زمے

البتہ ریاستی ملکیتی ادارے اپنے ریٹائرڈ ملازمین کو پینشن اپنے بجٹ سے دیتے ہیں
جیسے کہ
واپڈا اور بجلی کی کمپنیاں (WAPDA / DISCOs / GENCOs)
170 سے 220 ارب روپے پینشن کی مد میں دیتے ہیں (تقریباً 16 سے 17 لاکھ ریٹائرڈ ملازمین کے لیے) یہ رقم عوام سے واپڈا بجلی کے بلوں، بجلی کی فروخت سے ہونے والی آمدنی سے وصول کرتا ہے

۔پاکستان ریلویز پینشن کی مد میں تقریباً 65 سے 75 ارب روپے سالانہ اپنے ریٹائرڈ ملازمین کو ادا کرتا ہے
ریلوے کے محکمے میں اس وقت کام کرنے والے ملازمین سے زیادہ تعداد ریٹائرڈ ملازمین (پنشنرز) کی ہو چکی ہے۔ اس لیے ٹرینوں کی کمائی کا ایک بہت بڑا حصہ صرف پنشنرز کے گھر کا چولہا جلانے میں چلا جاتا ہے۔

پی آئی اے (PIA) پینشن کی مد میں تقریباً 15 سے 25 ارب روپے سالانہ۔
(کراچی پورٹ ٹرسٹ (بندرگاہ)، اسٹیل مل، یا نیشنل ہائی وے اتھارٹی وغیرہ تقریباً 20 سے 40 ارب روپے سالانہ پینشن کی مد میں ادا کرتے ہیں

اب جب ان تمام صوبوں کے تمام محکموں ، وفاقی سول ملازمین اور واپڈا/ریلوے جیسے اداروں کے پینشنرز کو جمع کیا جائے، تو پاکستان میں کل سویلین پینشن وصول کرنے والوں کی تعداد تقریباً 32 لاکھ اور پینشن تقریباً 1.70 کھرب روپے بنتی ہے
چونکہ یہ 32 لاکھ ریٹائرڈ ملازمین اور ان کو ادا کیے جانے والے 1.70 کھرب روپے وفاقی بجٹ میں نہیں لکھے ہوتے اس لیے یہ نظر نہیں آتے

تاہم تمام فوجی پینشنرز کا ڈیٹا ایک ہی جگہ وفاقی بجٹ) میں لکھا جاتا ہے، اس لیے وہ پورا نظر آ جاتا ہے یعنی 822 ارب روپے

اب جو قوم یوتھ یا بغضیان فوج یہ کہتے ہیں کہ سارا بجٹ فوج کی پینشن کی مد میں چلا جاتا ہے وہ بتائیں
1.70 کھرب زیادہ ہیں یا 822 ارب؟؟
سویلین پینشن کے یہ کھربوں روپے فوج کے کل بجٹ سے بھی زیادہ ہیں

پھر کون کس پر بوجھ ہے؟

صوبے اپنے این ایف سی ایوارڈ کے تحت حصے لیکر الگ ہو جاتے ہیں فوج کی پینشن یا بجٹ ان کے زمے نہیں ( تاہم صوبوں کے دفاع اور صوبوں کے اندر گورننس کی کوتاہی سے پنپتی دہشتگردی سے نبٹنا ان کی زمےداری ہے) تو پھر فوج کیسے اپ پر بوجھ ہے یا صوبوں پر کیسے بوجھ ہے

ایک عام سرکاری ملازم (جیسے کلرک یا اساتذہ) نوکری کے دوران اپنے خاندان کے ساتھ شہروں میں رہتا ہے، شام کو گھر جاتا ہے اور پرسکون ماحول میں 60 سال کی عمر تک نوکری کرتا ہے۔ اور آخری عمر میں آرام سے بیٹھ کر پینشن کھاتا ہے
اس کے برعکس جو اپ کی حفاظت کرتے زخم کھاتے اپنی زندگی کے بہترین سال ویرانوں جنگلوں اور سرحدوں پر اپنے خاندانوں سے دور گزار کر جب ریٹائرڈ ہو جائیں تو اس عمر میں نوکری کہاں سے پائیں، تو ان پر وہ پینشن کیوں حرام ہے جو باقی محکموں کے ملازمین کے لیے حلال ہے
