Until a clear, credible, and enforceable security plan is presented, it’s unrealistic to expect anyone especially Ukraine to accept mere verbal assurances or weak guarantees. The Budapest Memorandum showed us how easily such promises can be broken when they lack concrete enforcement mechanisms. Ukraine, having already sacrificed its nuclear arsenal in good faith, cannot be expected now to give up the Donbass region its territory and people in exchange for what would essentially be a meaningless piece of paper.
What we can realistically expect is a complex, difficult negotiation process that requires all parties to compromise and build trust over time. Any lasting agreement must include tangible security guarantees, international oversight, and mechanisms for enforcement. Without this, the cycle of distrust and conflict will continue.
However, since these stronger guarantees are primarily refused by Russia, and given the relatively low political will among many European countries to get deeply involved, don’t expect much to change on the ground anytime soon. The lack of a unified and forceful international response weakens Ukraine’s negotiating position and undermines the prospects for a stable resolution.
Until these fundamental issues are addressed with a robust and actionable plan supported by all major stakeholders, stability in the region will remain elusive.
