At sentencing, Preston Kite named two RASO deputies, one RASO supervisor, and an ADA from a neighboring county as sexual partners — under oath, before a judge.
Not one Wisconsin media outlet reported it.

Those are five monster companies with enormous financial and political power. They are all allegedly “competitors.” Competition is supposed to provide efficiency and reduce prices to the final customers. It is supposed to expand NEW technology while discarding the old and outdated. Think buggy whips. When companies “compete” between each other with ‘a wink and a nod,’ “collude” might be a better word than “compete.”
It is unquestionable that these five mega-companies are intertwined. They are dependent on each other, their technologies, and their products. If one fails, they all fail. And they consider themselves “too big to fail.” And we know what those words mean, another government (taxpayer) bailout is coming down the road. But in the short term failure is not on their minds. Generating a profit or more precisely, “MAXIMIZING” profits for both the short and long term is their number one priority.
How do co-dependent mega-giant companies (even those making buggies and buggy whips) “maximize” profits? One way that monster companies maximize profit is to get others to pay for their expenses. They get governments to pay their expenses for land and infrastructure. They get citizens to subsidize their electric bills. They structure their financing in such a way that when facilities fail, the companies just walk away leaving the locals footing the bill for the worthless junk bonds and the cleanup costs. And what was the projected cost for THIS YEAR alone? $700Billion?
Yes, everybody’s spending and making money. But those dollars have to come from somebody’s pocket. And if you don’t know whose pocket, you’re not paying attention. History has shown us that you can’t make buggy whips forever.

Ambassador Stevens was sent to Benghazi to secretly retrieve US made Stinger Missiles that the State Dept had supplied to Ansar al Sharia in Libya WITHOUT Congressional oversight or permission.
Sec State Hillary Clinton had brokered the Libya deal through Ambassador Stevens and a Private Arms Dealer named Marc Turi, but some of the shoulder fired Stinger Missiles ended up in Afghanistan where they were used against our own military. On July 25th, 2012, a US Chinook helicopter was downed by one of them. Not destroyed only because the idiot Taliban didn't arm the missile. The helicopter didn't explode, but it had to land and an ordnance team recovered the missile’s serial number which led back to a cache of Stinger Missiles kept in
Qatar by the CIA.
Obama and Hillary were in full panic mode, so Ambassador Stevens was sent to Benghazi to retrieve the rest of the Stinger Missiles. This was a "do-or-die" mission, which explains the Stand Down Orders given to multiple rescue teams during the siege of the US Embassy.
It was the State Dept, NOT the CIA, that supplied the Stinger Missiles to our sworn enemies because Gen. Petraeus at CIA would not approve supplying the deadly missiles due to their potential use against commercial aircraft. So then, Obama threw Gen. Petraeus under the bus when he refused to testify in support of Obama’s phony claim of a “spontaneous uprising caused by a YouTube video that insulted Muslims.”

THIS is what the investigation is all about, WHY she had a Private Server, (in order to delete the digital evidence), and WHY Obama, two weeks after the attack, told the UN that the attack was the result of the YouTube video, even though everyone KNEW it was not.
Furthermore, the Taliban knew that the administration had aided and abetted the enemy WITHOUT Congressional oversight or permission, so they began pressuring (blackmailing) the Obama Administration to release five Taliban generals being held at Guantanamo.
Bowe Bergdahl was just a useful pawn used to cover the release of the Taliban generals. Everyone knew Bergdahl was a traitor but Obama used Bergdahl’s exchange for the five Taliban generals to cover that Obama was being coerced by the Taliban about the unauthorized Stinger Missile deal.
So we had a traitor as POTUS that is not only corrupt, but compromised, as well and a Sec of State that is a serial liar, who perjured herself multiple times at the Congressional Hearings on Benghazi. Perhaps this is why no military aircraft were called upon for help in Benghazi: because the administration knew that our enemies had Stinger Missiles that, if used to down those planes, would likely be traced back to the CIA cache in Qatar and then to the State Dept’s illegitimate arms deal in Libya.

You cannot manufacture evidence after a hearing closes to justify a predetermined denial. This isn't administrative law—it’s a kangaroo court violating basic constitutional due process.

A Telegram group called "Dads and Uncles," identified through a child exploitation investigation in the United Kingdom, which Westbrook administered from Wisconsin
NOVEMBER 2023. TWO THINGS HAPPENED IN RACINE COUNTY THAT MONTH.
The first happened in a Captain Madrigal office at the Law Enforcement Center.
A Racine County deputy sat down with Captain Cary Madrigal and told her, to her face, that Deputy Preston Kite had sent him an unsolicited photo of Kite's exposed genitals. Kite was at that moment being considered for the department's LGBTQ Liaison position — a job working with the public.
The deputy said to her: "I hope he doesn't send naked pictures to people he's supposed to help."
Her answer, according to the Sheriff's own disciplinary file:
"I guess we will have to address it."
She said it would need some "closed door meetings."
No report was written. No complaint was filed. No investigation was opened. Nothing went on paper.
The second thing happened on November 23, 2023.
That month, on his phone, Preston Kite was trading videos with a man named Adam Westbrook. Federal court records show they exchanged three videos that day. Of one of them, Kite typed:
"said he's 18 but doubt that lol looks 14 if not younger."
Same month. Same deputy. One conversation in a captain's office. One conversation on a phone nobody in Racine County was ever going to look at.
WHY DIDN'T ANYONE LOOK AT THE PHONE?
Because it was kept informal.
That is not our conclusion. That is the Racine County District Attorney's written explanation to us. Because the complaint was handled informally and no crime was alleged on paper, there was no basis for a search warrant of Kite's devices.
No paper. No warrant. No search.
So the phone stayed in his pocket. He kept the badge. He kept the squad car. He kept working.
WHAT WAS ON THAT PHONE WAS NOT A RACINE COUNTY PROBLEM.
Kite's phone was finally searched in February 2024 — and only because a stranger in a Kenosha County truck stop restroom reported him, and Kenosha investigators opened a file. Not Racine.
Within days, that search led investigators to Adam Westbrook, then the Human Resources Director of Outagamie County and a former city attorney.
Federal prosecutors say Westbrook was the administrator of a Telegram group called "Dads and Uncles." To get into that group, you had to send a naked photograph of a child under thirteen.
The group was identified through a child exploitation investigation in the United Kingdom. Westbrook was running it from Wisconsin.
Prosecutors also stated that Kite admitted in messages to being a pedophile, and that the two men discussed a shared attraction to underage boys and traded child abuse material.
Kite got 65 years. Westbrook got 10.
The investigation that followed the search of that phone pulled in the Wisconsin Division of Criminal Investigation, Homeland Security, three police departments, and Britain's National Crime Agency.
That is what happened when someone finally looked. It took less than three weeks.
THIS IS WHY PAPERWORK MATTERS.
An informal conversation feels like the kind thing to do. Handle it quietly. Don't ruin a career over a photo.
But a report creates a record. A record creates a pattern. A pattern creates probable cause. And probable cause is the only thing that gets a phone opened.
When it stays off the books, none of that exists — and the only thing left standing between that phone and the rest of the world is luck.
In this case, luck was a stranger in a Kenosha restroom who picked up the phone and called it in.
The Sheriff's own investigation found that Captain Madrigal "did not take any appropriate actions when, in the summer and fall of 2023, she was made aware of Kite's inappropriate behavior." She signed the finding without contest and took a ten-day suspension.
Fifteen months later, running for Sheriff, she told the public she'd have been "the first one to put the handcuffs on him."
