🇵🇸 Gaza Health Ministry chief Dr. Munir Al-Bursh says Israel’s decision to finally allow the International Committee of the Red Cross to visit Palestinian prisoners after more than two years of isolation cannot be celebrated as a humanitarian gesture, but should be understood as a belated acknowledgment of a legal obligation that was denied while prisoners were subjected to systematic torture, enforced disappearance, and abuse.

His remarks come after Israel’s High Court unanimously ruled that the government’s blanket ban on ICRC visits, imposed after October 7, 2023, was unlawful and must be revoked.

“After the graves were filled… the doors were finally opened,” Al-Bursh wrote, noting that many prisoners were killed through torture or disappeared while the outside world was denied access to them.

The Palestinian Prisoners’ Society also warned that the ruling will be “devoid of practical effect” unless it leads to the immediate restoration of Red Cross visits and real protections for detainees, while stressing that Israel’s judiciary has long provided legal legitimacy and impunity for abuses against Palestinians, including starvation, denial of medical care, and torture inside Israeli prisons.
