Evidence of potential violations of federal IRS regulations and Federal election laws in the IRS filings of CHIRLA and CHIRLA's 501c4 political organization that is supporting Xavier Becerra's gubernatorial campaign.

A review of the IRS 990 filings for the 501c3 non-profit Coalition for Humane Immigrant Rights CHIRLA) for the years 2023 and 2024, shows the organization transferred $270,000 from its 501c3 charity to its political 501c4 CHIRLA Action Fund in 2024 and it transferred $320,000 from its 501c3 charity to its 501c4 in 2023. There are most likely similar transfers in their other IRS annual filings.

The 501c4 CHIRLA Action Fund is directly involved with the 2026 gubernatorial campaign of Xavier Becerra and other far-left open borders, anti-ICE Democrat candidate campaigns.

It is illegal for a 501c3 to use their funds or their organization resources on candidates or the campaigns of candidates. It is also illegal to transfer 501c3 funds to another organization to help elect candidates.

The IRS filings of both CHIRLA and the CHIRLA Action Fund disclose the transfers of funds from the 501c3 to the 501c4. The two entities disclosed the transfers in response to answering yes to the following questions under Section Part V
Transactions With Related Organizations. Complete if the organization answered "Yes" on Form 990, Part IV, line 34, 35b, or 36.

During the tax year, did the organization engage in any of the following transactions with one or more related organizations listed in Parts II-IV?

If the answer to any of the above is "Yes," see the instructions for information on who must complete this line, including covered relationships and transactions.

In Part II of their IRS filing, Identification of Related Tax-Exempt Organizations. Complete if the organization answered "Yes" on Form 990, Part IV, line 34 because it had one or more related tax-exempt organizations during the tax year. Both entities listed Californians For Human Immigration Rights as a related tax-exempt organization.

CHIRLA and its 501c4 use the same address and have the same leadership. The two entities are virtually interchangeable, indicating the serious possibility that the 501c3 non-profit is using its resources and finances to achieve the same political goals and direct involvement in political campaigns of its 501c4. This is, of course, illegal and violates federal laws under both the IRS and the FEC.

FEC records indicate the CHIRLA Action Fund has a long history of failing to comply with FEC campaign rules and regulations. This includes, CHIRLA Action Fund failing to disclose the adresses and other required information for individuals it was paying to work in support of Democrat candidates. These individuals could easily have been illegal undocumented immigrants. All of the payees were listed with CHIRLA's address in the FEC filings.
